Position Summary

A program of Public Health Institute (PHI), the Ventura County Coordinating Center (VCCC) is established to support the planning and implementation of the Ventura County Community Information Exchange (VCCIE).

The VCCIE is seeking to integrate with multiple external public and social service organizations with a variety of different systems. The VCCIE seeks a Technical Project Manager and Integration Specialist to help drive these discussions in partnership with internal team members and external stakeholders. The position will speak with senior IT leadership in public and nonprofit organizations with whom the VCCIE seeks to integrate about their systems and integration strategies. While integration design will be co-created by a mix of VCCIE staff, external consultants, and integration specialists, this position will be responsible for documenting the approach and driving the discussions and work towards completion. The ideal candidate will have a strong understanding of API protocols, data formats, and integration best practices as well as strong project management and communication skills.

In addition to the integration work, the Technical Project Manager and Integration Specialist will work with the Director to oversee the master project plan for the VCCIE. The work will include working with the leads of each of the workstreams and ensuring timelines are maintained and supporting a system of escalation when timeline is at risk.

This is a remote, regular full-time position on the west coast. Candidates based in the Ventura County of California are preferred. The incumbent is expected to travel possibly once or twice a year for team meetings in Ventura County, CA.

Full salary range for this position: $89,668 to $133,998 per year. The typical hiring range for this position is from $89,668 (minimum) to $111,833 (midpoint), based on 100% FTE. The starting salary is determined based on the candidate’s knowledge, skills, experience, as well as budget availability.

Essential Duties & Responsibilities

  • Project Leadership: Lead and manage end-to-end project lifecycle including planning execution monitoring and closure of integration projects
  • Collaboration: Work closely with cross-functional teams, including system development, product management, and operations, to gather requirements and provide technical guidance. Act as a liaison between technical teams and business stakeholders to clarify integration needs
  • API Development & Integration: Work with VCCIE Team and external partners to design, implement, and manage API integrations to ensure seamless data flow between internal systems and external platforms
  • Data Mapping: Analyze data structures and establish data mapping strategies to facilitate accurate and efficient data exchange between systems
  • Documentation: Create and maintain comprehensive documentation for API specifications, integration processes, and troubleshooting guides
  • Testing & Validation: Conduct thorough testing of integrations to ensure data integrity, functionality, and performance. Troubleshoot and resolve any integration issues
  • Monitoring & Maintenance: Monitor integration performance and reliability, implementing enhancements and optimizations as needed
  • Attend in-person team meetings in Ventura, CA possibly once or twice a year
  • Perform other duties as assigned

Minimum Qualifications

  • 5 years of related experience in computer science or other related field
  • Bachelor’s degree in Computer Science, Information Technology, or a related field; or substitute with four additional years of related experience

Other Qualifications

  • Proven experience in technical integration, particularly with APIs
  • Strong understanding of API protocols, data formats, and integration best practices
  • Experience with managing large scale technical projects leveraging project management software
  • Experience with integration platforms (e.g., MuleSoft, Informatica, Dell Boomi, or similar)
  • Excellent problem-solving skills and attention to detail
  • Strong interpersonal and communication skills, both verbal and written, with the ability to explain technical concepts to non-technical stakeholders
  • Experience in a cloud environment (AWS, Azure, Google Cloud) is a plus
  • Experience with Salesforce a plus
  • Experience with data analytic and reporting tools to support performance monitoring systems
  • Proven experience in social work and familiarity with the use of screening tools and workflow optimization techniques
  • Experience in technology implementation
  • Experience with community engagement
  • Proficiency in data analysis and reporting
  • Ability to adapt to changing needs and emerging trends in the field of work
  • Strong project management and organizational skills
  • Extensive experience with Microsoft Excel, Word, PowerPoint, using the Internet, and social media
  • Ability to maintain confidentiality of the sensitive documents/information handled
  • Strong commitment to customer service through multiple communication venues such as phone and email
  • Ability to work with all levels of management and staff
  • Ability to work independently with little supervision and good multitasking skills
  • Ability to exercise initiative
  • Ability to attend in-person team meetings in Ventura, CA possibly once or twice a year
