ORGANIZATIONAL UNIT

 

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:

  • Operations Coordination Department (Office of the Deputy to the Director) (DDR)
  • Projects, Partnerships & Digital Skills Department (PPS) 
  • Digital Networks & Environment Department (DNE) 
  • Digital Knowledge Society Department (DKS)

The regional offices provide assistance to the ITU Member States of the Region, ensuring a close relationship and collaboration. To implement the agreed programs and projects, in accordance with the ITU Strategy Plan and the BDT Action Plan, with the active support of all Departments, providing timely information about their development. To provide proper line management and support, the Regional Directors report to the Director of the BDT.

BACKGROUND INFORMATION

Under the guidance of the International Telecommunication Union Area Office for South America, the work to be developed will offer and complement the activities necessary for the structuring of specifications technical, commercial and financial necessary in a contractual process aimed at the promotion and operation of the Registry of Country Code Top Level Domain Names (ccTLD).

TERMS OF REFERENCE

Under the direction of the Programme Officer of the Area Office for South America, located in Santiago, the consultant will:

  • Prepare and deliver an implementation road map, Gantt Chart, aligned to the specific deadlines, expected reports, presentation of the reports, KPIs, and a description of the scope.
  • Define minimum requirements:
    • Description of the basic/minimum infrastructure required to manage the Top Level Domains ccTLDs and gTLDs, hardware, software, staff and their profiles. It should include data security and the protection of critical personal information.
    • Description of the structure organizational staff and profiles necessary to manage Top Level Domains ccTLDs and gTLDs.
    • Review and, if necessary, update the necessary technical conditions for migration between registry operators, in a way that ensures the provision of the service, its continuity, resilience plan and transition implementation schedule.
    • Report of basic/minimum technical requirements.
  • Work with the team of experts, to define the specifications for the call for bids for the operating contract:
    • Define the necessary documents and the specifications for the selection process of the Top Level Domains ccTLDs operating contract.
    • Define the documents and terms of reference for the selection process for the concession contract for the organization, administration, maintenance, and operation of the Top Level Domains ccTLDs.
    • Deliver the developed documents for the specifications for the tendering of the operating contract.
  • Work with the team of experts, to elaborate Conclusions and Recommendations considering the current national and international regulations/standards/best practices.
  • Prepare a final report summarizing the results of all activities above.
  • Accompaniment to the selection process for the Top Level Domains ccTLD operating agreement.
  • Provide technical, administrative, and financial advice to the technical team during the selection process. Answer to the technical questions, analysis of the proposals, among other activities that are part of the process, including the transition process within the scope and timeframe of the development of the project.
CONCRETE DELIVERABLES

The consultant will deliver:
1. An implementation road map, Gantt Chart, aligned to the specific deadlines. The consultant can use any tool as is the case of Power BI.
2. Report of basic/minimum technical requirements.
3. Documents for the specifications for the tendering of the operating contract.
4. Conclusions and Recommendations considering the current national and international regulations/standards/best practices.
5. Final report summarizing the results of all activities above.
6. Accompaniment to the selection process for the Top Level Domains ccTLDs operating agreement.


All deliverables will be submitted to ITU and to the National Focal Point for comments and validation for the final version.

COMPETENCIES
  • Computer literacy (office, databases/content management systems).
  • Project Management.
  • Knowledge in tenders.
  • Specific knowledge of Top Level Domain Name Registration (particularly as it relates to gTLDs and ccTLDs).
  • Ability to create questionnaires and to manage online sessions.
  • Ability to work independently and as part of a team, maintaining efficient working relationships, with sensitivity to ITU's multi-cultural, multi-ethnic environment and respect for diversity.
QUALIFICATIONS REQUIRED

Education:
University Degree in Engineering (Telecommunications, Systems, ICT, or similar). 
Preferably with Project Management Certification.

Experience:
At least 15 years of experience, of which at least 10 years of experience in: Registration of top-level domain names (particularly as related to gTLDs and ccTLDs). 
And of which at least 5 years in: Control of the registration of country code top-level domain names, -ccTLD-, definition of organizational structure, required infrastructure, hardware, software, data security and the protection of critical personal information.

Languages:
Knowledge of Spanish or English at advanced level.

REMUNERATION INFORMATION

USD 400 per working day
