Job Overview:

We are seeking a highly skilled Medicaid Behavioral Health Business Analyst to support the transition of functionality from a legacy system into a state Medicaid Management Information System (MMIS). This role will focus on ensuring accurate and efficient claims processing and payment for both fee-for-service (FFS) and managed care organizations (MCOs). The ideal candidate will have expertise in Medicaid behavioral health programs, as well as claims processing and payment workflows.

Responsibilities:

  • Business Analysis & Requirements Gathering:
    • Analyze and document current-state business processes and system functionality
    • Work with stakeholders to define and document future-state requirements for MMIS integration
    • Identify gaps between legacy system functionality and MMIS capabilities
  • Claims Processing & Payment:
    • Understand and document FFS and MCO claim lifecycle processes, including adjudication, remittance, and payment workflows
    • Support system configuration to align with behavioral health claim processing requirements
    • Assist in designing validation rules, edits, and audits for behavioral health claims
  • Behavioral Health Program Support:
    • Provide subject matter expertise on Medicaid behavioral health policies, services, and regulations
    • Ensure alignment of system changes with state Medicaid and federal program guidelines
    • Collaborate with policy and program teams to incorporate regulatory changes
  • Testing & Implementation Support:
    • Develop and execute test cases for claims processing scenarios
    • Validate system outputs to ensure accurate claim adjudication and payment
    • Assist in UAT (User Acceptance Testing) with business and technical teams
  • Stakeholder Communication & Training:
    • Work closely with business, IT, and vendor teams to ensure project alignment
    • Provide training and documentation to end users on new processes and system functionality
    • Participate in meetings, workshops, and presentations with Medicaid program staff, MCOs, and other stakeholders

Qualifications:

  • Bachelor's degree in Computer Science, Information Technology, or a related field
  • 5+ years of experience as a Business Analyst in Medicaid or healthcare IT projects
  • Strong understanding of Medicaid behavioral health programs, policies, and services
  • Hands-on experience with claims processing and payment systems, particularly for FFS and MCOs
  • Familiarity with MMIS platforms and system modernization efforts
  • Strong skills in business process analysis, documentation, and gap analysis
  • Experience in testing, validation, and UAT for healthcare IT systems
  • Proficiency in tools such as JIRA, Visio, Excel, SQL, and reporting tools
  • Excellent communication and stakeholder management skills

Preferred:

  • Knowledge of EHR/EMR systems used in behavioral health
  • Certification in Business Analysis (CBAP) or related field
