What You'll do:
We are seeking a Senior IT Program Manager to lead complex, high-visibility programs within the Intelligence Community (IC). The ideal candidate will have a proven track record in program and project management operations, including managing large commercial Original Equipment Manufacturers (OEMs), and possess exceptional communication skills to engage stakeholders at all levels. This role requires expertise in scheduling, risk assessment, and mitigation strategies, as well as the ability to oversee multidisciplinary teams in a fast-paced, mission-critical environment.

Key Responsibilities
Program Leadership
Serve as the program manager for a large, technical, and cybersecurity-focused task order supporting a large-scale Intelligence Community program.
Manage all aspects of the project lifecycle, including scope management, schedule management, cost management, risk mitigation and vendor management.
Lead the delivery of critical services such as:
Cybersecurity Operations Support
Information Security Assessment and Authorization
Identity, Credential, and Access Management (ICAM)
Risk Assessments and Risk Management
Stakeholder and Customer Engagement
Develop and nurture strong customer relationships by delivering high-quality results and identifying opportunities to expand organizational support to additional agency goals.
Communicate complex technical and programmatic information effectively to stakeholders of varying technical expertise and seniority levels.
Meet regularly with customers and contractor personnel to review task plans, deliverables, and overall program progress.
Vendor Management
Partner with vendor to engineer the product to satisfy the customer’s highly secure environment
Set vendor’s expectations to meet the customer’s requirements and to deliver quality product
Regularly track vendor performance against KPIs and SLAs
Conduct regular performance reviews with vendor
Identify areas for improvement and address concerns
Operations Management
Oversee all operational aspects of the program, ensuring alignment with schedule milestones, budget requirements, and compliance standards.
Provide day-to-day management and oversight of multidisciplinary teams, setting clear objectives and monitoring progress.
Organize, direct, and manage contract operation support functions across multiple, interrelated project tasks.
Coordinate the onboarding and offboarding of team members across multiple locations.
Ensure seamless collaboration with subcontractor partners and other stakeholders.
Risk and Issue Management
Conduct comprehensive risk assessments and develop mitigation strategies to address potential challenges.
Identify, escalate, and resolve issues efficiently to maintain project momentum and minimize disruptions.
Maintain a strong focus on forecasting and proactive issue resolution.
Reporting and Compliance
Lead the development and execution of project reports and deliverables, ensuring accuracy and timeliness.
Maintain complete compliance with all agency security and confidentiality requirements.
Required Qualifications
Bachelor’s degree in Information Systems, Engineering, or a related field (or equivalent experience).
10+ years of IT program management experience, with demonstrated expertise in:
Project Management Operations: scope, schedule, cost, risk, and vendor management.
Leading complex projects with multidisciplinary teams in high-stakes environments.
Managing commercial OEMs within the IT and cybersecurity domains.
Communicating effectively with stakeholders at all levels of technical and organizational backgrounds.
Experience delivering cybersecurity operations, security assessments, and risk management strategies.
Must be able to obtain and maintain a TS/SCI clearance.
U.S. Citizenship (required for clearance purposes)
Preferred Experience
Previous experience supporting Department of Defense (DoD) or Intelligence Community programs.
PMP (Project Management Professional) certification or equivalent.
Previous experience managing agile projects.

The salary range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for any applicable geographic differential associated with the location at which the position may be filled. At Groundswell, it is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is:
$93,124.00 - $197,332.00
