Job Summary::

Diné Development Corporation (DDC) is seeking an experienced and forward-thinking Manager, Procurement & Strategic Sourcing to redefine and lead our expanding procurement department. This roll offers a unique opportunity to build and shape the department at the fundamental building blocks, enabling the organization to achieve operational excellence and sustainable growth. The ideal candidate will have a strategic mindset, strong leadership capabilities, and a track record of developing procurement strategies that align with organizational goals.

Job Duties and Responsibilities: :

Department Development:

  • Oversee daily procurement activities to ensure efficiency and effectiveness while maintaining quality and compliance in existing processes.
  • Develop a comprehensive procurement strategy that supports the organization’s growth objectives.
  • Support the design and implement innovative sourcing strategies that leverage market insights, supplier capabilities, and organizational goals to optimize costs and quality.
  • Establish performance metrics and KPIs to measure the effectiveness of procurement activities.
  • Evaluate and implement procurement technologies to enhance efficiency and transparency.
  • Foster a culture of continuous improvement and innovation within the procurement team.

Strategic Sourcing:

  • Identify and implement cost-saving opportunities through strategic sourcing initiatives.
  • Evaluate, select, and manage supplier relationships to ensure quality, reliability, and cost-effectiveness.
  • Conduct market research and analysis to stay ahead of industry trends and supply chain risks.

Stakeholder Collaboration:

  • Provide guidance and training to teams on procurement best practices.
  • Collaborate with stakeholders to ensure clarity of the specifications and expectations of the company.
  • Act as the primary point of contact for procurement-related inquiries and decisions.

Compliance and Risk Management:

  • Ensure procurement processes comply with legal, ethical, and regulatory requirements.
  • Develop risk management strategies to mitigate supply chain disruptions.
  • Maintain accurate records and documentation for audits and compliance purposes.
  • Other duties as assigned. 
Job Requirements (Education/Skills/Experience)::
  • Bachelor’s degree in business administration, Supply Chain Management, or a related field.
  • Minimum of 7 years’ experience in procurement, strategic sourcing, or supply chain management, with leadership experience.
  • Strong knowledge of the FAR, DFARS, and other related Government Procurement regulations: experience with Tribal Owned organizations preferred.
  • Knowledge of legal and regulatory requirements related to contract negotiations, contract administration, and Government procurement.
  • Proficient in procurement software and tools: experience with Jamis ERP software preferred.
  • Excellent analytical, communication, and interpersonal skills.
  • Experience in implementing CPSR-compliant procurement systems.
  • Strong cultural awareness and sensitivity, with the ability to adapt messages and strategies for diverse audiences.
  • Must be able to pass a standard background check.
