Location: 
This role can work remotely from anywhere within the Washington, DC metropolitan area, with the requirement to attend in-person meetings as scheduled. You must be currently eligible to work for any employer in the United States. Bixal does not sponsor visas for employment.

The Business Development Manager is a full lifecycle role where you'll play a pivotal part in all phases of growth, from building pipelines and qualifying opportunities, to defining and executing capture strategies and supporting proposal development for new opportunities. Successful candidates will have experience in the federal civilian market, with a solid foundation of digital services approaches and methodologies. This role requires a deep understanding of the federal procurement process, strong relationships building skills, and a proven track record of winning government contracts.

Responsibilities--Business Development and Market Analysis
  • Utilize networking skills to build and maintain relationships with key federal government stakeholders and industry partners to gain insights and pursue strategies.
  • Attend industry events, conferences, and meetings to enhance our visibility and influence.
  • Leverage social media platforms to enhance our brand presence and engage with federal contracting stakeholders.
  • Conduct market research and analysis to understand federal procurement trends, agency priorities, and competitor strategies. Use this information to inform capture strategies and business development plans.
  • Develop and maintain a robust short and long-term qualified pipeline aligned with company growth goals and objectives.

  • Responsibilities-Capture Management
  • Work closely with senior practice management to qualify new business opportunities and develop and execute strategic capture plans.
  • Lead the capture process for federal opportunities, to include, but not limited to, developing capture strategy, conducting competitive analysis, defining teaming structures, identifying and addressing customer requirements, and facilitating solutioning sessions.
  • Manage the capture development schedule and key milestones, such as capture planning meetings, bid meetings, draft kickoff meetings, solution development, content planning, win strategy/theme development, and readiness reviews.
  • If necessary, manage specific agency-level contract vehicles, including stakeholder engagement, task order pipeline, teaming dynamics, and short-term capture and proposal management activities

  • Responsibilities--Proposal Development
  • Contribute to the development of high-quality, persuasive proposals, ensuring compliance and alignment with customer requirements.
  • Provide capture input to proposal writing, pricing strategies, and proposal reviews.
  • Ensure key strategies, solutions, and winning themes are incorporated into final proposal products.
  • Other relevant duties as assigned

  • Minimum Qualifications
  • Bachelor’s degree in a related field plus at least five years of relevant experience in business development or capture management within the federal government contracting environment.
  • Proven track record of successfully capturing and winning federal contracts.
  • In-depth knowledge of the federal procurement process, including FAR, DFARS, and other relevant regulations.
  • Familiarity with federal contracting agencies, their priorities, and procurement strategies.
  • Demonstrated strong understanding of technology and health technology trends, innovations, and regulatory requirements.
  • Proven ability to stay informed about emerging technologies and their potential impact on federal contracting.
  • Strong analytical and strategic thinking skills.
  • Excellent communication and interpersonal skills.
  • Exceptional networking skills with the ability to build and sustain influential relationships.
  • Advanced organizational proactively prioritize and accomplish key activities
  • Proven ability to lead cross-functional teams and manage complex capture efforts.
  • Proficiency in Microsoft Office Suite (to include Teams collaboration platform)
