Job description

This is a remote position.

This job description outlines the BC Emergency Health Services (BCEHS) project to design a new, resilient Kamloops Dispatch Operations Centre (KDOC) to support emergency 911 dispatch services across British Columbia. The project aims to replace the current KDOC facility, which is undersized and requires substantial upgrades, with a new, post-disaster-ready center that incorporates advanced business continuity and NG911 technology to handle emergency communication even under extreme conditions.

Key Aspects of the Project
  1. Project Scope: Development of a Service Plan (SP) and Functional Program (FP) for the new KDOC, covering design and operational requirements for the dispatch center, along with a business continuity strategy.

  2. Project Phases:

    • Phase 1: Assess current KDOC and recommend strategies for the new facility.
    • Phase 2: Develop clinical service plans and detailed functional requirements.
    • Phase 3: Post-project assessment focused on business continuity functions.
  3. Consultant Role:

    • Lead the development of SP/FP, coordinate with stakeholders, and manage user group meetings.
    • Draft and finalize project documentation, including a business continuity strategy and manual.
    • Ensure the design aligns with provincial and organizational standards and is well-suited for emergency operations.


Requirements


  • Must possess operational experience with NG911 technology
  • 10+ years of experience as a program lead in business continuity management and crisis management
  • Experience in implementing business continuity management in a 9-1-1 communication centre
  • Knowledge of industry standards and best practices for BCMS and crisis management
  • Strong project management and leadership skills
  • Excellent written and verbal communication skills
  • Ability to communicate complex concepts in a simple and engaging manner
  • Highly detail-oriented work style
  • Preference will be given to candidates certified in business continuity management or emergency management
  • Health care facilities experience and experience with emergency services, preferably with dispatch operation  centres
