Job description

Organizational Setting

The project objective is to contribute to the national processes of strengthening family farmers in Brazil for poverty reduction and rural revitalization. The outcome is to implement differentiated policies and programs that improve the capacities of the national government, local and family farmers in areas such as ATER (rural extension and technical advisory services), Credit Programs, land access and governance, access to markets and the strengthening of cooperativism.

Reporting Lines

The incumbent reports to the Assistant Representative in FAO Brazil – Programme.

Technical Focus

Formulate innovative strategies and methodologies for planning and managing the legislative and budgetary process that affect the target audience of the Ministry of Agrarian Development and Family Agriculture.

Tasks And Responsibilities

  • Structure and improve strategies and management instruments associated with the activities of the Special Advisory on Parliamentary and Federative Affairs.
  • Prepare a proposal for criteria for the adaptation of technical notes to legal and constitutional norms and for the legislative monitoring of the agenda of agrarian development, agrarian reform and family farming.
  • Propose a methodology for evaluating the investments proposed in the PLOA 2025 for programs aimed at the MDA's target audience.
  • Analyze the execution of the budget of previous years aimed at the target audience of family farming, identifying possible gaps in the implementation and use of resources.
  • Compare the 2025 budget with those of previous years (2010-2024) and assess whether there has been a significant increase in investments and programs aimed at the target audience of family farming.
  • Verify that budget allocations are aligned with the inclusive development goals established in the 2024-2027 PPA.
  • Analyze the trends in the allocation of budgetary resources over the last 12 years.
  • Propose specific recommendations to ensure a more effective and inclusive budget allocation, in line with the commitments of the 2024-2027 PPA.

Minimum Requirements

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING:

  • University degree in Human Sciences, or Applied Social Sciences or Agricultural Sciences, according to the CAPES/CNPq table of areas of knowledge
  • Minimum of 05 (five) years of professional experience with the implementation of public policies aimed at family farming, land policy, agrarian reform, food supply, agroecology, food security, environment or human rights.
  • Working knowledge (level C) of English or Spanish and Portuguese;
  • Brazilian Nationality or other legally authorized to work in Brazil.
