Homebridge believes that quality care comes from skilled and supported caregivers. As California’s largest employer-trainer of caregivers and the State’s largest IHSS agency provider, Homebridge operates multiple programs that benefit caregivers and their clients across the State.

In San Francisco, Homebridge provides nearly 1/2 million hours of in-home care to more than 1,000 complexly-diagnosed IHSS MediCAL beneficiaries each year, with a staff of more than 300 caregivers. The agency is also the major provider of training courseware to IHSS Career Pathways, a statewide program for government-funded in-home caregivers.

Position Summary

The Senior Manager of People Operations guides and manages the day-to-day operations of the People Operations team at Homebridge. Responsibilities include handling human resources operations that are consistent with the Homebridge Collective Bargaining Agreement(s) with SEIU, Employee Handbook(s), policies, and applicable local, state, and federal law. Duties will include but are not limited to: supporting leave administration, management of HRIS system, employee and labor relations, performing administrative tasks, organizing workplace culture initiatives, and assisting with policy development and implementation. 

Essential Job Functions
  • Provides vision, leadership, planning, project coordination while concurrently facilitating efficient Human Resources operations to meet current and future business needs within the organization
  • Fully understands the Collective Bargaining Agreement(s) and Employee Handbook
  • Leads thorough collaboration in the development of systems, processes, policies, procedures, and best practices to ensure compliance and improve upon the overall operational effectiveness and efficiency of the People Operations team
  • Directly supervises the Human Resources Business Partners; builds and maintains a strong functional team through effective recruiting, training, coaching, team building and succession planning
  • Provides support and guidance when complex, specialized, and sensitive questions and issues arise; such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations
  • Fosters a stimulating workplace that values the individual contributions of each employee; maintains positive relationships with HR constituents and customer-base
  • Works to promote a culture of dignity and respect to ensure employee satisfaction goals established for the team, department, and organization are met
  • Identifies ways to improve engagement while ensuring transparency and understanding the company expectations for each employee
  • Works with various business partners to ensure a successful introductory period for all new hires including check-ins at regular intervals
  • Collaborates with internal and external stakeholders to ensure effective delivery of HRIS/payroll applications
  • Maintains awareness of vendor plans and the potential impact of those plans on current and future functionality
  • Performs other related duties as assigned 
Knowledge, Skills, and Abilities
  • Human Resources: Working knowledge of federal, state, and local employment laws; understands benefit administration, COBRA, 403(b), etc…

  • Software Proficiency: Proficient in ADP Workforce Now, BambooHR and Zendesk; and a quick learner of proprietary software
  • Performance Management: Proven ability to develop and implement effective systems, coach employees, and hold them accountable
  • Time Management: Skilled in time-management, able to handle day-to-day responsibilities alongside urgent, time-sensitive needs
  • Collaborative Work Style: Works with integrity and a positive attitude, fostering a collaborative environment
  • Bilingual in Spanish, Cantonese, Mandarin and Tagalog strongly preferred
Education and Experience

At least 5 years of progressive HR experience, including 2 years at the management level is required. A bachelor’s degree in human resource administration or human resource management is highly preferred. 

Work Environment

This position is hybrid-remote, including at least 2-3 times in-office work per week. This position is primarily sedentary, working at a desk in a temperature-controlled office, in modular office space or an individual office. The noise level in the work environment is usually moderate.

San Francisco Pay Range
$108,805$113,464 USD
