Description Of Job

TERM LIMITED POSITION: This position is term-limited with an anticipated end date of approximately three years from the date of hire. This position is eligible for State employee benefits and may be extended as the situation warrants. The Governor’s Office of Information Technology is looking for you to become our Senior Grant Specialist to manage Broadband Grants for the Colorado Broadband Office (CBO) . The CBO has recently received stimulus funds to support the expansion of statewide broadband access. A grant program will be created to distribute funding to local entities to increase internet access for residents and businesses. You will assist the grants manager in overall grant efforts, verify expenses before reimbursement to the agencies and ensure compliance with grant regulations. The position will also be expected to collaborate with the Recovery Officer at the Governor’s Office.

Some Of The Day To Day Duties Include

  • On-going grant management that may include all of the following: administrative and programmatic monitoring to determine and verify compliance with complex federal and state regulations, rules, procedures, policies, and adherence to the project’s stated goals and objectives.
  • Complete analysis to assign monitoring risk level, and establish a monitoring plan according to risk level.
  • Conduct compliance monitoring file reviews, desk and/or on-site monitoring with subgrantees to assess financial and programmatic compliance.
  • Collect all necessary information from awarded entities to assist the Procurement team with successfully executing the grantee contracts.
  • Prepare a monthly financial forecast for each grant including encumbrances, expenses, spend plans, narratives, financial metrics, and milestones.
  • Prepare progress reports and financial reports; Documenting payments and expenditure.

Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.

Minimum Qualifications

This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:

A minimum of two years of professional grant management experience, or accounting experience that included planning, coordinating, monitoring, or managing grants.

Substitutions

  • Additional appropriate education will substitute for the required experience on a year-for-year basis but cannot completely substitute for these qualifications.
  • Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
  • If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.

Preferred Qualifications

  • Demonstrated expertise and understanding of federal grants policies.
  • Advanced Excel skills including familiarity with Pivot Tables, formulas (VLOOKUP), data validation, and logic statements to conduct complex data analysis.

Conditions Of Employment

OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.

A pre-employment background check will be conducted as part of the selection process.

Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed.

This position may require on-call duties as needed by the position.

Supplemental Information

If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. There is no form of relocation assistance, financial or otherwise, available for any position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
