POSITION: Deputy Director of FCC/Homebased & Partners

SALARY: $110,000-$120,000
JOB SUMMARY: Responsible for developing and managing early childhood services for children birth- age 5 and pregnant woman. The program involves comprehensive services for children and their families through EHS Home Based/Pregnant Moms, EHS/HS Center Based through partnerships, and Family Child Care Partners. Develop Head Start programming; provide exceptional leadership, implementation of on-going monitoring, effective training for supervisory staff, communication and cooperation with partners, and strategic outcome driven program planning; managing overall organizational work and compliance for the Head Start and Early Head Start programs and collaborations. For the start-up phase for 2 years this will be an evolving position. Interim roles and responsibilities will be adjusted and this position requires an individual to be flexible. Job responsibilities will be revisited once all center-based sites are up and running.
EDUCATION, EXPERIENCE AND SKILL REQUIREMENTS:
• Master’s Degree in Early Childhood Education
• New York State Permanent Teacher Certification (N-6)
• At least 4-6 years of achievement in supervision and management, family and community, leadership and collaborating with diverse teams.
• At least 3-5 years’ experience working with children birth- age 5
• Strong background and understanding of program development and strategic outcome focused planning and implementation
• Proven ability to successfully lead federal, state, and local audits/ reviews
• Proven ability to effectively train key staff in all areas of comprehensive services according to Head Start Performance Standards
• Excellent oral and written communication skills, and computer literacy
• Enthusiasm, vision, creativity and initiative
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Responsible for overall direction and planning for all aspects of HS and EHS programs in collaboration with the Early Childhood Director of the Bronx, Governing Body, and Policy Council to develop high quality programming
• Formulate, coordinate and implement all aspects of administrative functions that include-Head Start Standards to fulfill the contract compliance and regulations
• Oversight and monitoring of the homebased staff and services to the pregnant moms in the homebased model, FCC”s and CC partners.
• Oversight and monitoring of the center-based partners and the public school staff
• Ensure seamless integration of the Head Start Services in FCC, Home based and Child Care partner sites as liaison with the NYC Department of Education and other city agencies
• Responsible for building collaborations with strategic partnerships for the families in the Bronx
• Develop and monitor outreach plans to recruit partners and families for each of the program models
• Assist in the monitoring and renewal of the annual program applications/contracts, includes completing of the annual self-assessment, PIR, creating and designing the annual program calendar and T/TA plan along with long and short term program goals, and all other compliance reports
• Ensure the program preparation for federal reviews
• Ensure compliance with all NYC Department of Health regulations and all facilities regulations
• Ensure compliance with ACF Policies and Head Start Performance Standards
• Ensure the implementation of all Head Start/Child Care/Early Head Start Collaboration program goals, SRG and family community partnership goals
• Ensure program coordinators, specialists and consultants meet all areas of compliance within Head Start Performance Standards, including qualifications
• Collaborate with key staff, parents, and governing bodies to develop high quality programming for children and families from birth to age 5
• Assist in development of staff and parent training through workshops, consultants, meetings and other resources
• Develop and implement effective training for partners in center base and home based; Head Start requirement, roles and responsibilities, comprehensive services and ongoing monitoring
• Conduct and documents annual staff program performance evaluations
• Be responsible for developing good staff relationships and staff participation in the entire program
• Participate in appropriate community organizations and partnerships, and ensures the completion of the Full/Annual Community Assessments
• Coordinate the resources of the community such as health and welfare agencies and use them effectively to enhance the services for the families for prenatal and mental health services
• Work with the Executive Team on advocacy work
• Coordinate and integrate program components to meet the needs of the children served
• Have sound knowledge of the Head Start Enterprise System (HSES), Grant Solutions and any other program related required systems.
• Verify time cards and schedules staffs’ vacation time, sick leave and compensatory time to ensure program coverage and effective program operation
• Assist in the management of program budgets in collaboration with Financial Analyst
• Ensure compliance of Office Budget Management (OBM) along with monitoring the budgets and contracts
• Maintain and provide programmatic oversight of contractual agreements with program partners, private, state and city agencies
• Establish and maintain strategies partnerships between Grand St. Settlement Early Childhood programs and critical stakeholders; represent organization/ program in the community
• Strategic planning- work with EC Director of the Bronx and other key managers to develop and implement strategic plans and goals that support the organization’s mission and vision.

PRE- EMPLOYMENT REQUIREMENTS:
• Successfully clear; NYS DOI Fingerprint Screening, NYS Central Registry Clearance, Sex Offender Registry Clearance, three (3) reference checks, physical examination with updated TB test, Tdap, MMR, varicella (fees may apply).
• Meet all employee health requirements in Article 47 (DOHMH) and Head Start performance standards.
• Mandated Reporter training certificate (every 2 years) and comply with agency’s policy and procedure regarding identification and reporting of child abuse and neglect.
• Obtain First Aid/CPR and Preventive infectious diseases certificate within the first year of employment.
• Meets all health requirements in Article 47 (DOHMH) and Head Start Performance standards.
