The Office of Policy and Planning (OPP) promotes public health policy priorities and supports CDPH capabilities for community health improvement, informed policy development, research and analysis, integrated planning, decision intelligence, lean transformation, and grants management. The OPP leads comprehensive assessment, long term strategic and health improvement planning to address current and emerging cross-cutting public health and equity priorities, conducts policy analysis, monitoring and impact evaluation, cultivates partnerships with health systems, academic partners and other sectors; facilitates accountability for effective and efficient public health infrastructure funding, supports organizational capacity building to foster a culture that encourages learning continuous improvement, and empowerment of CDPH staff.

Job Description And Duties

THE INCUMBENT WILL BE HEADQUARTERED IN THE COUNTY NEAREST THEIR RESIDENCE, INCLUDING BUT NOT LIMITED TO THE FOLLOWING COUNTIES: Butte, Contra Costa, Fresno, Kern, Los Angeles, Orange, Sacramento, San Bernardino, San Diego, San Francisco, Santa Clara, Sonoma, Ventura Counties.

The Staff Services Manager II duties may include the following within the scope of the specific position. (Please refer to the three Duty Statements for more details.):

  • Serve as a Section Chief.
  • Deploy and execute Lean principles, methodologies, and management systems across CDPH to ensure long-term impact and sustainability and impact of CDPH operational processes and/or public health delivery.
  • Collaborate with leadership to develop the Lean Capability and Competencies that promote a culture of continuous improvement.
  • Oversee and enhance cross-functional organizational improvements by developing, deploying, managing, and sustaining alignment, improvement, enablement, and work systems to support CDPH Centers, Divisions and Offices (CDO), and foster a culture of continuous improvement.
  • Build a network of Lean leaders to develop and deploy a Lean development curricula journey and standard daily management system.
  • Across CDPH and partners, lead and deploy the align/management systems and initiatives, including organizational Lean management system, strategy management, project management, data, information and knowledge management, and risk and regulatory management.
  • Lead and deploy the support systems and initiatives, including standard daily management system, training within industry and development, effectively managing and sharing relevant and most up-to-date Lean knowledge, practices and tools, community involvement and learning, training within industry and development, and stakeholder experience.
  • Function as an expert in the Lean transformation approach.
  • Coach and lead Lean Specialists and Analysts across your Section.
  • Train and coach executive leadership, administrators, and staff in Lean principles, standards, and behaviors.
  • Collaborate with Lean leaders to develop and deliver standardized Lean training curriculum to staff and leadership.
  • Provide feedback and coaching to teams.
  • Increase the visibility of organizational improvement implementations.
  • Provide feedback and coaching to CDPH teams.
  • Ensure timely completion of staff training and assessment on core competencies.
  • Increase the visibility of the Lean Training Plan.
