About the Role
The Vice President of Application Strategy is responsible for leading and aligning the IT strategy and systems across Liberty Dental Plan. This executive position provides leadership in selecting, implementing, and maintaining both new and existing enterprise-wide systems in a secure and efficient manner, considering buy vs. build impact. The VP will oversee the development of cutting-edge solutions to support the company’s business strategies, ensuring that these solutions deliver competitive advantages and significant ROI. The role will also be responsible for managing a cohesive team to drive successful technology initiatives, guiding cross-functional teams, and advising senior leadership on the direction and implementation of modern technical software solutions.

Build and direct a cohesive team of internal and external personnel to effectively develop across a broad range of technologies, including packaged implementations, custom development, and maintenance.
Promote and implement new technologies that provide Liberty Dental Plan with competitive advantages, drive administrative savings, and deliver significant ROI.
Develop and execute a global IT strategy, policy, and procedures to ensure effective software development using methodologies such as DevOps or other proven agile practices.
Advise the CIO and other executive leadership on modern technical software direction, implementation strategies, and technology adoption.
Lead cross-functional, inter-disciplinary teams to achieve both tactical and strategic goals in a collaborative and efficient manner.
Provide expert technical mentoring and guidance to developers, analysts, and other IT professionals, ensuring high performance and continuous improvement.
Oversee project timelines, budgets, and quality to ensure that all initiatives are completed on time, within budget, and to the highest standard.
Provide technical expertise in the planning and implementation of IT projects, ensuring alignment with organizational objectives and operational efficiency.
Manage product development and ongoing maintenance processes, ensuring that the systems continue to meet evolving business needs.
Ensure the integrity of all information systems and corporate information by implementing and maintaining established system management practices and controls.
Identify tools, processes, and techniques to improve the efficiency, quality, and effectiveness of the development group.
Continuously evaluate staff positions and responsibilities, fostering skills development and career growth while identifying areas for improvement.
Stay abreast of leading-edge technologies, best practices, and industry trends to ensure that Liberty Dental Plan remains at the forefront of innovation.
Demonstrate deep healthcare domain knowledge, specifically in implementing claims systems that support efficient operations and meet service level agreements (SLAs).
Understands internal healthcare operations.
Perform other duties as assigned by executive leadership.
Education:
Minimum: Bachelor's degree or equivalent work-related experience.
Preferred: Graduate degree (e.g., Master's in Engineering or MBA).
Certifications (Preferred): PMP, Scrum Master, Lean, or ITIL certification.
Experience:
Minimum Years of Experience: 10 years of supervisory experience, with at least 10 years of experience in setting technical direction and architecture.
Experience in Applications Development: Minimum 10 years, including supervisory roles in the healthcare domain.
Experience in Core Pro, CRM, Claims Processing, Sales Port, IVR, Database Management, HSP, Cloud Azure, Automation, and ABI.
Experience with automation and continuous testing practices.
Relevant experience in programming, product management, budgeting, resource allocation, change management, risk management, and escalation.
Strong knowledge and experience with DevOps practices (preferred).
Expertise in managing healthcare claims systems, with direct experience in building or implementing solutions like Facets, QNXT, MMIS, HSP, HealthEdge, etc.
Familiarity with all ancillary applications related to core claims processing systems for health plans (e.g., portals, G&A, Case Management, Care Management, EDI, etc.).
Strong data management and analytical skills.
Deep understanding of software development lifecycles (e.g., Agile, Scrum, Kanban, Waterfall, SAFe, Lean).
Ability to build strong relationships with business partners and IT leadership to drive strategy and execute tactical goals.
Ability to manage teams effectively, ensuring operational efficiency, proper controls, and minimal downtime due to system issues.
Proven ability to mentor staff, support career development, and ensure succession planning within the team.

Compensation
In the spirit of pay transparency, the base salary range for this position is $226,700 - $299,100, not including fringe benefits or potential bonuses. At Liberty, your final base salary will be determined by factors such as geographic location, skills, education, and experience. We are committed to pay equity and also consider the internal equity of our current team members when making final compensation decisions.
Please note that the range listed represents the full base salary range for this role. Typically, offers are not made at the top of the range to allow for future salary growth.
