Job description

Purpose and Scope:
Leads the Strategic Business Unit's (SBU's) business development efforts. Position reports to the President of Technical Services.

Essential Responsibilities:
Lead and manage the SBU's business development efforts ensuring that business development staff is adequately trained; coordinating workloads, priorities, and schedules to ensure timely and effective completion of work; and monitoring and evaluating staff performance.~In conjunction with the President of Technical Services, Strategic Business Enterprises (SBEs) General Managers, and others inside and outside the organization develop business development objectives, strategies, and plans for the SBU/SBE(s).~Participate in planning for future development and growth of the SBU. Prepares SBU/SBE business development plans and presents such plans for review and approval at the SBE, SBU and/or Corporate levels.~Explore, research, and recommend teaming agreements, joint ventures, acquisitions, and/or sale(s) of assets.~Conduct long-range planning aimed at development of new business targets and proposals. Develop and implements effective business development campaigns to obtain new sales or increased sales with current customers. Maintain and develop an effective list of business development contacts.~Ensure the effective and efficient operation of the proposal office and ensures that business development responsibilities, authorities and accountabilities are defined and understood throughout the SBU.~Participates in the proposal preparation process. Defines and develops proposal strategies, themes, discriminators, and format. Identifies cost, resource, and schedule requirements.~Develops and maintains a comprehensive database on competitors and potential teaming partners including capabilities, cost information and business strategies.~Track, monitor and report on submitted and pending bids and approaching business opportunities. Appraises and evaluates lost bids and develops and recommends ways to improve the SBU's win rate.~Report on business development results, issues, and concerns to the President of Technical Services.~Represent the organization in its relationship with customers, government agencies, teaming partners, competitors, government agencies, professional affiliations, and community organizations.~Ensure that all business development activities are carried out in compliance with internal policies and practices, laws, and regulations.~

Minimum Position Knowledge, Skills and Abilities Required:
Bachelor's degree in related field; 15 years of progressive business development experience; and excellent analytical, organizational, and communication skills. Position requires a thorough understanding of government contracting/customers and the proposal process. Must be articulate with executive presence, creative and forward-looking, clear thinker and decision-maker, change agent and have a proven track record of continuous business development activities. Master's degree preferred. Position requires travel. Position may require the ability to pass and maintain a Security Clearance.

Work Environment, Physical Demands, and Mental Demands:
Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines.
