Job Overview:

We are seeking an experienced Procurement Assistance professional to support the development of procurement components. This role involves drafting procurement documentation, conducting market research, and collaborating with stakeholders to ensure alignment with business and technical requirements.

Responsibilities:

  • Draft procurement components, including Scope of Work, Service Level Agreements (SLAs), Key Staff Qualifications, and Pricing Structures
  • Conduct an assessment of existing state contracts, evaluating performance, compliance, financial effectiveness, and vendor relationships
  • Perform market research to benchmark procurement approaches used by other states
  • Document and solicit feedback on procurement requirements from key stakeholders
  • Develop meeting materials to support RFP requirement gathering and discussions
  • Compare and contrast various procurement components to identify material differences and provide recommendations for alignment

Qualifications:

  • Minimum of five (5) years of experience managing large-scale projects, programs, or organizational initiatives
  • Associate or Bachelor’s degree
  • Experience with Medicaid Eligibility and Enrollment systems
  • Strong knowledge of the Affordable Care Act (ACA) and prior experience with state Health-Based Exchanges
  • Proven ability to draft RFP sections, requirements, and procurement narratives with minimal editing
  • Expertise in documenting requirements, soliciting stakeholder feedback, and developing procurement briefs

Preferred:

  • Experience writing procurements for state Health-Based Exchanges
  • Three (3) years of IT system experience
  • Two (2) years of experience with healthcare systems
  • Certifications or experience with process improvement methodologies (Lean Six Sigma, Agile, PDCA, Kanban), Project Management, Business Analysis, or ITIL
  • Master’s degree
