Principal Environmental Planner/Project Manager

Remote – Texas – San Antonio, Houston, Austin

ICF’s Environment & Planning Division is seeking an enthusiastic Principal Environmental Planner/Project Manager to join our team to lead environmental review, permitting, and delivery of water, port, energy, and transportation infrastructure projects throughout Texas. In this role, you will:

  • Help our clients solve their toughest challenges, with a focus on delivering exceptional work applying evolving requirements and priorities.

  • Lead interdisciplinary teams to advance sustainable, efficient, and lasting infrastructure solutions for local, state, federal, and private clients.

  • Collaborate with clients and industry experts—engineers, planners, economists, biologists, and technologists—to develop innovative solutions to resolve and streamline engineering, regulatory, and economic hurdles.

  • Navigate changes in NEPA and permitting compliance, helping clients anticipate issues and concerns and implement efficient and effective pathways to achieve their end-goal.

  • Guide the delivery of planning studies, environmental analyses, technical studies, permits, economic analysis, and funding strategies throughout the entire project lifecycle, from concept through construction and operations.

  • Effectively communicate with clients, agencies, teaming partners, interested parties, and project technical experts to ensure efficient project delivery and success.

  • Apply expert project management skills to ensure project success from budget, schedule, and technical delivery perspectives.

  • Play a key role in building our infrastructure delivery teams, bringing the best resources to our clients.

  • Leverage your curiosity and agility to tackle the today’s challenges and offer consistency and accountability in project delivery.

Job Duties/Responsibilities

  • Manage environmental planning projects involving a wide range of technical field studies, analyses, and regulatory and permitting tasks

  • Lead multidisciplinary project teams including planners, engineers, scientists, and technologists

  • Prepare, plan, and review technical reports, NEPA documentation, USACE 404/408/10 permit applications, mitigation plans, and other deliverables to support client success

  • Support and/or lead regional or national projects in areas of technical expertise

  • Lead the development of new business opportunities and prepare proposals (scopes, budgets, and schedules)

  • Provide senior-level expertise, technical guidance, and writing to support complex projects involving the Clean Water Act, Rivers and Harbors Act, Endangered Species Act, National Historic Preservation Act, and other federal and state laws

  • Lead and participate in agency consultations to determine and advise on efficient and effective permitting strategies

  • Mentor, train, and guide junior and mid-level staff

  • Bring strategic thinking and enthusiasm to solve client problems

Basic Qualifications

  • Bachelor’s degree in Environmental Policy and Planning, Environmental Sciences, Biology/Marine Sciences, or other related fields

  • 15+ years of experience in environmental consulting or applicable fields (industry, government, academia), including at least 7+ years delivering environmental planning/permitting projects

  • Strong knowledge of applicable environmental consulting practices and environmental laws

  • Excellent oral and written communication skills

Preferred Qualifications and Attributes

  • Master’s degree in Environmental Policy and Planning, Environmental Sciences, Biological Sciences, or other related fields

  • Lives in Texas, and/or has significant experience working with local clients, species, and regulations

  • Experience managing or conducting studies for infrastructure projects (with a focus on water, flood, and port projects) in Texas, overseeing technical studies, providing regulatory guidance, and developing regulatory solutions

  • Experience preparing NEPA documentation and knowledge of NEPA processes

  • Experience with federal, state, and local regulations and resource agencies and developing effective and efficient permitting and environmental regulatory strategies

  • Experience with common project management tools, systems, and processes

  • Demonstrated ability to lead, mentor, and train technical specialists

  • Ability to develop and present clear solutions to complex problems to clients and regulators

  • Business mindset with an eye toward client engagement and growth

  • Strong technical writing skills and ability to conduct QA/QC reviews of deliverables and provide feedback to technical staff

  • Experience leading project teams

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$118,730.00 - $201,840.00
