Senior Analyst, Regulatory Affairs and Market Development
The ICF Team within our Energy, Environment, and Infrastructure Group is seeking a Senior Regulatory Affairs and Market Development Analyst to support ICF’s expansion into new territories and with new electric and gas utility clients and to support and grow relationships with our current utility clients.
As a Senior Analyst, Regulatory Affairs and Market Development, you will be a key partner in advancing ICF’s growth in strategic areas like energy efficiency, demand-side management (DSM), distributed energy resources, flexible load management, beneficial electrification, electric vehicle programs, utility customer experience and marketing, non-pipes and non-wires alternatives, and distribution and integrated systems planning. In this role, you will work closely with sales and account managers and subject matter experts across the country to analyze utility filings, laws, and regulations that apply to utility offerings, attend stakeholder and policy-related events, and develop strategies for key ICF initiatives and offerings.
The ideal candidate brings knowledge of the utility industry and regulatory process (ideally with DSM and/or energy industry decarbonization). They can interpret regulatory filings, laws, and regulations and use insights from those sources to inform strategy and next steps. They have strong critical thinking and written and oral communication skills.
This is a remote position and can be worked from anywhere in the US or Canada.
Primary Responsibilities
Monitor policy and regulatory developments across the US and summarize key developments for internal and external clients
Research policy and regulatory precedent and investor communications to answer specific strategic questions posed by internal and external clients
Attend client and stakeholder meetings to stay abreast of regulatory and policy developments and advise clients on regulatory and policy related strategic decisions
Work closely with sales and account managers and utility clients to build regulatory acceptance to advance decarbonization-related programs and technologies to be delivered or supported by ICF
Advise proposal teams on regulatory context and how ICF proposals can be made to fit within regulatory frameworks and align with utility goals
Advise sales teams on regulatory and budgetary cycles and growth opportunities for DSM and customer-focused decarbonization programs across the US
Support internal and external clients in drafting regulatory filings, white papers, presentations, etc. regarding utility decarbonization policy
Support subject matter experts in understanding the regulatory context that will help them serve existing clients and target new clients for growth
Basic Qualifications
BA or BS degree with 4 years of work experience in electric or gas utility policy and regulation or;
Advanced degree including juris doctor, master’s in political science or economics with least 2 years of experience in electric or gas utility policy and regulation.
Additional/Skills Experience
Ability to work with a high degree of independence as part of a cross-functional team
Ability to manage competing demands of multiple projects and deadlines
Preference for experience with DSM or other decarbonization efforts

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
