About The Opportunity

Mathematica seeks a highly experienced and dedicated senior managing consultant who is passionate about improving the well-being of children, youth, and families for a full-time role with the National Child Welfare Center for Innovation and Advancement (the Center). The ideal candidate will have a strong background in social work, public administration, or a related field, combined with extensive professional experience in training, quality assurance, and technical assistance within human services, particularly child welfare. The new senior managing consultant will join our interdisciplinary staff of practice and research experts in child or human development, psychology, sociology, economics, public policy, and data science in the Nutrition, Health, and Human Services Division.

Responsibilities

  • Contribute specialized expertise to innovate and advance training and technical specific to child welfare workforce development.
  • Support center staff in developing strategies and implementation plans that support the child welfare workforce.
  • Contribute to the development of jurisdictional reports to improve Children’s Bureau and Center service planning and delivery, coordination, and responsiveness.
  • Contribute expertise in technical assistance assessments, products, and delivery.
  • Ensure quality and consistency of deliverables.
  • Identify and resolve workflow bottlenecks.
  • Report on performance and outcomes.
  • Collaborate with technical assistance team to ensure integrated service delivery.
  • Coordinate and collaborate with Coordinators, Data Experts, and Specialists
  • Build connections, relationships, and trust with jurisdictions, federal partners, and Center teams.
  • Support jurisdictions in using performance measures and other data in decision-making about their program and conducting continuous quality improvement of their programs.
  • Support development and implementation of group-based TA efforts such as peer learning communities and support creation of technical assistance tools and products.
  • Document activities, including entering information into a centralized system and use data to inform ongoing planning.
  • Conduct site visits and be able to travel as needed, including overnight trips.

Position Requirements

  • A combination of a bachelor’s degree in social work, public administration, or related area of focus; and/or 15-20 years professional work experience with at least 14+ years of experience in training, quality assurance or improvement and technical assistance provision in human services, preferably in the area of child welfare
  • Expertise in child welfare workforce development and how to apply a range effective workforce strategies in child welfare agencies.
  • Working knowledge of child welfare systems and federal laws that apply to child welfare, Child and Family Services Reviews (CFSRs) and Child and Family Services Plans (CFSPs)/Annual Progress and Services Reports (APSRs)
  • Experience working in a federal contracting environment and on cross-functional teams including state and federal agency members
  • Experience implementing, managing, and coordinating broad scale projects in a public service system using change management and implementation processes
  • Experience supporting and facilitating peer groups and peer learning communities
  • Demonstrated project management experience, including key partner relationship and consultant management, development of project timelines and benchmarks, and providing guidance and direction to staff across projects and among a variety of teams
  • Experience identifying and promoting activities that expand the child welfare workforce
  • Experience supporting jurisdictional efforts to engage, prepare, and integrate youth and family-centered practices (i.e. training, coaching, peer navigation, and provision of knowledge and awareness) in systemic and case-level activities
  • Experience consulting with jurisdictions on child welfare topics, including workforce development
  • Experience supporting jurisdictional efforts to create and maintain cross-system partnerships to support family well-being
  • Demonstrated commitment to fostering an inclusive environment that values personal growth and professional development
  • Ability to obtain and maintain a Public Trust Clearance (federal government background check)

The expert will be hired as a Senior Managing Consultant at Mathematica. This position offers an anticipated annual base salary range of $125,000 - $160,000. This role will be eligible for an annual bonus target based on company and individual performance.
