VicRoads Operations division contributes significantly to ensuring Victorians are safe on our roads by providing professional customer services through a range of channels online, in-person and over the phone, providing advice and specialist services to meet our customers’ needs ensuring we have safe vehicles and safe drivers on our roads.
The Operations division is responsible for a range of vendors supplying tangible outputs for the business, including the production of Driver Licence cards, document imaging and retrieval services, form and letter printing, mail services, data services, vehicle number plate return and destruction and face to face customer interactions. The division works closely with the enterprise procurement team to ensure consistency and alignment with business objectives.
About the Role
Reporting to the Chief Operating Officer, this is an influential senior leadership role in our organisation. We are seeking a highly experienced senior procurement manager to lead the development and implementation of a long-term strategic procurement and souring plan and implementing initiatives to support the enterprise strategic vision in line with relevant procurement and/or contract legislation, policies, procedures and guidelines.
This dynamic role also involves developing a deep understanding of business objectives to influence senior executives, drive strategy, engage with suppliers, negotiate contracts, and drive efficiency and value for money outcomes.
The Senior Procurement Manager is a key member of the Operations Division leadership team, ensuring the ongoing supply of critical services for the Victorian community. The role is responsible to effectively lead, manage, coach and mentor a multi-disciplinary team to ensure services are delivered within set performance, budgetary, policy and procedure guidelines, including developing workgroup capabilities and leading a culture of high performance and strong team and stakeholder engagement.
Key Responsibilities
Effectively lead, manage and motivate employees to ensure continuous improvement in procurement, planning, sourcing and contract management.
Develop long-term procurement strategies and analyse contract terms to maximise investment opportunities.
Develop a high level of knowledge on market dynamics to identify and evaluate supplier capabilities and make informed decisions ensuring the organisation has the right business partners, materials and services at the right cost.
Monitor key contract and service agreement outputs and evaluating supplier performance, status and compliance.
Report insights, recommendations and ideas for improvement to achieve business objectives.
Identify and resolve issues that arise during the contract/service agreement lifecycle.
Foster positive relationships through robust collaboration with internal and external stakeholders in the development of contracts, service level agreements and memorandums of understanding, across a range of products and services.
Successfully negotiate favourable terms and conditions in contracts and service agreements, etc., by effectively advocating for the business whilst maintaining and fostering positive relationships with suppliers.
Address and resolve any issues or disputes that arise between the organisation and its suppliers in a timely manner.
Effective mitigation of regulatory, financial, operating and legal risks with the development of effective divisional contract and audit frameworks.
Understand and apply contract legislation, policy, guidelines and industry regulations, and maintain compliance.
Who We’re Looking For
Someone with a bachelor’s degree in business administration or similar appropriate tertiary qualification.
Proven significant experience in contract management and supplier engagement.
Robust negotiation skills and the ability to provide expert advice on strategic decision-making.
A background in legal contract review is desirable but not essential.
A customer-centric approach with proficiency in digital tools.
