General Dynamics Information Technology (GDIT) is seeking a Child Support Subject Matter Expert for the Employer (EMP) Services Line of Business (LOB) who is innovative, dedicated, and highly motivated to solve challenging problems and work closely with our customer to develop a strategic vision to meet the needs for stakeholders in the child support community.

The candidate will support the Office of Child Support Services (OCSS), Division of Federal Systems (DFS) customer.  In this role, you will perform stakeholder engagement/outreach, technical assistance, operational support, and data monitoring for the EMP LOB.

Our team provides program support to OCSS DFS to manage and monitor the development, implementation, operation, maintenance, support, and enhancement of the division’s systems and services. Federal Parent Locator Service (FPLS) information is, by statute, made available to child support agencies and a limited number of federal and state agencies. These secure systems and services help child support agencies, employers, insurers, and financial institutions exchange information about child support cases; locate parents; establish paternity, custody, and visitation; collect support; and identify fraud.

The position is for full-time employment and is about 90% remote and 10% travel.

Responsibilities:

• Analyze new and complex project-related problems and create innovative solutions that normally involve the schedule, technology, methodology, tools, solution components, and financial management of the project

• Manage and oversee all tasks for the EMP LOB including stakeholder engagement, training, customer support/help desk, operational support & data monitoring activities; track tasks through a formal tracking process to report to two Federal Oversight Leads

• Collaborate with Federal Oversight Leads to ensure an optimal approach to these activities

• Support Cross LOB initiatives including conference planning and Child Support Portal enhancements

• Facilitate EMP LOB Operations meeting to discuss FPLS application status, operational support post implementation, define Roadmap priorities, discuss risks, issues, challenges, and socialize conferences, training, and stakeholder feedback

• Provide subject matter expertise and works closely with stakeholders to develop requirements, use cases, user-stories, mockups, and other artifacts for Employer Services and the National Directory of New Hires (NDNH)

Required Skills:

• 10+ years of child support experience and/or with the employer community including the appropriate required knowledge, skills, and abilities

• Demonstrated experience in supporting child support programs with at least 5 years in a leadership position

• Demonstrated experience and skills in excellent oral and written communication spanning executives to the general public

• Demonstrated experience with having authority and accountability for meeting all contract deliverables and requirements within budget and the use of appropriate tools to track project deliverables such as project plans, roadmaps, and timelines

• Experience in field operations, policy, legal, and legislative analysis for both the public and private sectors

• Ability to facilitate meetings with engaging diverse stakeholder groups to include federal team, technical and business teams

• B.S., M.S., or comparable work experience in lieu of these degrees

The likely salary range for this position is $106,250 - $143,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
