The Need

For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking a Specialist, Capacity Building & Consulting with expertise in investigating Internet Crimes Against Children (ICAC) including online sexual exploitation offenses, to develop and deliver contextualized trainings and other capacity building to law enforcement internationally as part of IJM’s Center to End Online Sexual Exploitation of Children (the “Center”) within IJM’s OSEC Program. 

The successful candidate will have a solid foundation of technical experience and law enforcement expertise, possess strong communication and training delivery skills, and be able to thrive in a dynamic cross-cultural and remote work environment. This role’s key routines include developing contextualized training curriculum and delivering contextualized trainings to law enforcement units and professionals in developing contexts, cross-culturally, all to support the protection of children from online sexual abuse and exploitation.  The position will support the Center in all assigned Project Boost-related activities to achieve the key objective of combatting online sexual exploitation of children (OSEC), including through relevant engagement with all relevant stakeholders, and supporting Boost to achieve law enforcement capacity building to act on critical reports, such as ongoing hands-on offenders (including livestreaming child sexual abuse) consistent with IJM program strategy and approved interventions.  This position is contingent on Project Boost or related designated funding and is fixed term.

The candidate will work closely with leaders and teams across IJM’s Program Against Online Sexual Exploitation of Children as part of a unified OSEC Program, including internal and external IJM stakeholders across IJM regions, including Africa/Europe, North America, APAC, and LATAM.

This position works remotely as part of a cross-regional Center team of staff based in various time zones across North America, Europe, and Asia, with occasional domestic travel (3-4x a year) and significant international travel (5-6xs a year).  The position will collaborate with and support partners globally, including in APAC, Africa/Europe, North America, and LATAM.  In order to accommodate these different time zones, the position will need to work hours outside of traditional working hours (i.e. early morning, late night) within a 40-hour work week.  The position does not need to work out of a physical IJM office in order to accomplish the required duties.

This role reports to the Director, Law Enforcement Development & Consulting (ICAC) at the Center.

Key Result Areas:

The success of this role is measured by the following KRAs:

  • Core IJM law enforcement trainings proven effective in the Philippines context are contextualized and adapted for delivery to law enforcement units in other countries.

  • Contextualized law enforcement development trainings are designed and delivered to strategic units investigating online sexual exploitation of children to enhance capacity and technical skills, leading to measurably improved child protection outcomes.

  • Law enforcement units receive training to improve access to, triage, and investigation of NCMEC CyberTipline reports, leading to measurably improved understanding and utilization of CyberTipline reports by law enforcement, to identify and bring victims to safety, and arrest perpetrators.

  • New training topics, strategies, and products are designed and implemented to support contextualized law enforcement capacity-building efforts—including instructor development—in multiple countries.

Responsibilities:

Communication

  • Clearly and persuasively communicate in external engagements, meetings, and trainings with Center partners and stakeholders to improve their response to OSEC in line with IJM’s Theory of Change and Center strategic objectives.

  • Prepare or contribute to well-organized and persuasive training impact assessments for sharing with key stakeholders.

  • Provide regular communications to supervisor and team on progress in Center projects.

Strategy & Knowledge Development & Implementation

  • In collaboration with subject matter experts and other IJM staff, develop, contextualize, and adapt training and capacity building strategies and materials for strategic law enforcement units.

  • In collaboration with Center leadership and internal stakeholders, create a global roadmap for contextualizing and implementing training and capacity building strategies across high priority entities.

  • Provide criminal analysis and investigative support to key programs and law enforcement partners combating online sexual exploitation of children.

Networking & Partnership

  • Proactively network and partner with IJM subject matter experts within the Center, OSEC Hub, IJM Philippines, Global Programs, and the Global ICAC community to stay updated on promising and effective strategies and opportunities.

  • Effectively and efficiently manage relationships with key partners and entities.

Training and Development

  • Develop training and mentoring material for host-nation law enforcement served by Project Boost and other OSEC-related law enforcement capacity-building projects. 

  • Support the development of host-nation law enforcement safeguarding and wellness programs and processes within the Philippine national project and other law enforcement partners.

  • Consult on the development and implementation of ICAC and OSINT training material and updates for field-based Criminal Analysts working on OSEC projects, as needed.

  • Make or delegate final decisions on law enforcement training planning and logistical arrangements.

Research, Program Management and M&E

  • Collaborate with the Center team in using M&E tools for training M&E, tracking and reporting, including OSEC MERL Director.

  • Collaborate with the Center team in developing, updating, and monitoring of KPIs for the Center or projects related to training and law enforcement development.

Fieldwork Projects

  • Provide mentoring, coaching, and casework consultation to law enforcement partners investigating OSEC or ICAC cases.

  • Meet with external project stakeholders for Center law enforcement capacity building and subject matter expertise consulting partnerships.

Policies and Procedures

  • Support the continued development, refinement, and dissemination of IJM’s law enforcement capacity-building model.

  • Contribute to/support, as a subject matter expert, the development of proposals for new funding or programming.

General Tasks

  • Protect the intellectual property rights of IJM by implementing knowledge management and abiding by IJM policies.

  • Participate in IJM staff wellness, resiliency, professional development and personal formation programs, per IJM policy.

  • Participate in Center team meetings and other activities.

  • Perform other related duties and tasks as assigned by your supervisor.

Qualifications:

Education & Experience

  • Minimum 10 years of experience conducting criminal investigations or providing crime analysis support with a public law enforcement agency.

  • Minimum 5 years of experience investigating ICAC matters or providing crime analysis support to ICAC matters, including demonstrable familiarity and experience with CyberTipline reports of all kinds.

  • Demonstrated expertise in online investigative techniques, including OSINT collection, undercover online engagements, and search warrant applications.

  • Experience working in international and cross-cultural contexts.

Technical Competencies

  • Ability to transfer to law enforcement officials knowledge of sexually motivated offenders, and translate that knowledge into application of effective investigative strategies.

  • Experienced and knowledge in proper handling of electronic/digital evidence.

  • Familiarity with global law enforcement networks that combat ICAC and sex trafficking.

  • Exceptional written and verbal communication skills, with the ability to make complex technical concepts easy to understand.

  • Proven oral presentation and training delivery skills and experience.

  • Experience working effectively cross-culturally and across multiple time zones strongly preferred.

  • Proven ability to communicate and collaborate with multi-disciplinary program teams to achieve goals and activities.

  • Exceptional written and oral communication skills in English, including the ability to make complex technical concepts easy to understand.
