Job description

Main Purpose of Position: The Senior Principal Technical Advisor for Data & Digital Health (DDH) will lead MSH’s technical excellence in implementing data systems for NextGen CompTA and other supply chain projects. This role involves developing strategies to improve data visibility and interoperability, engaging with the global technical community, and strengthening MSH’s position as a thought leader in digital health ecosystems.

More Specifically:

Technical Assistance and Expertise (45%)

  • Provide technical assistance to governments and partners in line with the NextGen information systems  and data analytics strategy.
  • Support countries to develop and operationalize supply chain information systems strategies in line with national digital strategies and priorities. Offer technical oversight for current and future projects, serving as a resource for digital health and supply chain topics.
  • Document and disseminate MSH’s portfolio of activities and experiences.

Technical Leadership, Strategy, and Innovation (20%)

  • Drive the development of MSH’s data and digital strategy for NextGen.
  • Lead research to identify and promote innovative approaches for achieving NextGen HIS and data science goals.
  • Develop a network of MSH staff and consultants to support NextGen digital and data science work.
  • Collaborate with projects and country teams to apply superior technical input into MSH activities.

Leadership and Development (10%)

  • Lead, motivate, and develop NextGen DDH staff across countries.
  • Expand the talent pipeline through leadership development .
  • Promote effective collaboration and cooperation across business units.

Business Development (10%)

  • Identify and build relationships with strategic partners and funders on digital health priorities.
  • Participate in new business development efforts and proposal reviews.
  • Provide strategic guidance for practice area bids and track funding opportunities.

Team Management (10%)

  • Lead and manage team members, ensuring efficient workflow and productivity.
  • Conduct annual performance reviews and monitor work volume.
  • Approve timesheets and provide additional information as needed.

External Representation (5%)

  • Represent MSH to local, regional, and global partners, including funding agencies and donors.
  • Establish and manage relationships with partner organizations.
  • Engage with thought leaders and represent MSH at industry conferences and workshops.
     

QUALIFICATIONS

Education and Experience:

  • Required minimum education: A postgraduate degree in a field of study related to the practice area.
  • Preferred Education: MA or MSc, PhD, MBA with a concentration in Public Health, Pharmacy, Computer Science or relevant field of study. An advanced degree in public health or in a related field with compelling, relevant experience will be considered.   
  • Minimum 15 years of experience in digital health programs in low-resource settings.
  • At least 10 years of experience providing technical assistance for large-scale projects.
  • Expertise in digital health technologies, data analytics, and health information systems.
  • Experience with web-based and mobile systems for data collection and analysis.
  • Experience with DHIS2, and digital supply chain systems, like eLMIS.

Knowledge & Skills:

  • Proven leadership, management, and organizational skills.
  • Ability to inspire and lead highly capable technical staff and diverse teams.
  • Strong understanding of digital technologies and data analytics within health systems.
  • Expertise in software requirements development, system architecture, and application design.
  • Knowledge of relevant implementing partners, technology service providers, and donor policies.
  • Extensive expertise in data analytics, including database design and analytical tools.
  • Recognized expertise within the digital health community through successful projects and publications.
  • Skills in working with donors, host country institutions, and international organizations.
  • Outstanding written and verbal communication skills.
