Job description

ICF is seeking a Disaster Recovery and Mitigation Analyst with experience in Federal grants management, government grant accounting, government program research and operations, public outreach and service provision, or similar work to support the development of processes and tools for  our work supporting state and local governments. This is an opportunity to be a part of a project management team that is making a significant impact on behalf of local government recovery and resilience programs working to optimize federal disaster recovery resources.  

In this role, you will have the opportunity to help support the mission, business, service, and operational needs of our clients. ICF’s Disaster Management division works with government agencies and communities to design and implement policies and programs to promote increased resilience to disasters. Our functional expertise is in program management and operations, planning and preparedness, technical assistance and training, strategic communications and outreach, compliance and monitoring, and performance measurement and evaluation. Clients include states and localities administering United States Department of Housing and Urban Development  – Community Development Block Grant – Disaster Recovery grants (CDBG-DR) and Federal Emergency Management Agency (FEMA) awards. 

This position is 100% Remote with up to 25% travel in the United States.  Resumes should reflect obvious minimum qualifications for consideration.

Responsibilities:   
•    Support the development and implementation of policy guidelines, report templates, and other program documents and processes in compliance with applicable federal regulations. 
•    Support client with management of funds to awardees (subrecipients and beneficiaries), ensuring proper communication and coordination, financial management, compliance with regulations, reporting and performance requirements. 
•    Support the monitoring of the program, program delivery, accounting, and internal operations for fraud, waste, and abuse as well as any duplication of benefits. 
•    Support the building and maintenance of effective relationships with internal and external stakeholders to help manage contracts, budget reallocation, and reporting management in alignment with the expectations of the program. 
•    Ensure required documentation is retained and organized, with appropriate data protections and clear organization for ease of retrieval. 
•    Support in providing technical assistance for the client on management of its federal grants including policy memos, compliance requirements, research, and best practices. 
•    Support with collecting data and information for data analysis of program performance metrics and outcomes, under the guidance of ICF staff and subject matter experts. 
•    Support the development of project work plans, schedules, and other planning documents to meet client objectives and requirements. 
•    Support and identify opportunities to build equity into the design, delivery, and closeout of federally funded programs. 

MUST HAVE Minimum Qualifications: 
•    Bachelor’s Degree  
•    5+ years of federal, state, local or Tribal grant management experience 

Professional Skills: 
•    Experience with Office Suite (including the use of pivot tables and advanced formulas) and ability to learn project-specific computer systems as needed (specifically SharePoint and proprietary computer systems). 
•    Experience engaging with the public and local, state, and/or Federal officials, and demonstrated ability to professionally represent clients and ICF in high visibility, high stakes settings.  

Expert problem-solving capabilities and ability to learn quickly and apply knowledge to unique circumstances. 
•    Excellent writing and presentation skills, with experience drafting, editing and finalizing  written content  on complex subjects to multiple audiences. 
•    Strong analytical and organizational skills. 
•    Self-motivated; ability to work independently, asking questions to make sure instructions are in place to complete the work independently and completely. 

Preferred Qualifications: 
•    Understand relevant guidance for program eligibility and implementation, including for HUD recovery, mitigation, infrastructure and/or housing programs and 2 CFR 200. 
•    Experience working with state or local governments, tribal governments, and/or rural areas. 
•    Experience engaging with non-profit organizations, housing authorities, public health organizations, or related entities.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$73,722.00 - $125,327.00
