Capture and Proposal Strategist - USG

PVM, Inc. (“PVM”) is actively seeking an experienced, remote, Capture/Proposal Strategist. As a key member supporting our Growth team, you will play a pivotal role in enabling our growth and future success. In this dynamic role, you will take lead, guide, and advise on several critical functions integral to our success, from collecting and assessing vital business intelligence to leading strategic capture efforts throughout the sales lifecycle, collaborating with cross-functional teams, and advising on customer perspective and strategies during the proposal phase, and writing high-quality and compelling proposals to win contracts. PVM operates in a fast-paced environment where you'll need to make independent decisions by balancing diverse needs and priorities. This role requires adaptability, as you'll tackle various business challenges, expanding your skills and domain knowledge along the way. We're seeking mission-driven team members who can approach any capture effort or writing project with energy and consistently deliver high-quality work under tight deadlines.
Responsibilities:
- Develops the capture strategy and identifies actions that need to be taken to implement the capture strategy and plan, acting as a leader for capture efforts throughout the sales lifecycle.
- Aggressively identify, qualify, and lead capture efforts for all qualified opportunities assigned.
- Gather and document gap analysis in capabilities and approach for each opportunity assigned
- Provide leadership and guidance in the development and implementation of all aspects of each Capture Plan assigned, including Win Strategy, Price to Win, etc.
- Gather and document opportunity intelligence such as but not limited to:
- Customer intelligence (customer profile, customer hot buttons and pain points, decision makers, influencers, contracting office, small business office),
- Contract intelligence (acquisition strategy, contract vehicle, RFP release date, estimated award date, estimated contract value, incumbents for a recompete),
- Teaming intelligence (Recommended teaming partners and rationale, relationship with customer and customer organization, knowledge of customer technical environment).
- Serve as a primary author of Request for Information (RFI), Request for Proposal (RFP) and other capture opportunities
- Where possible based on industry expertise, act as customer/buyer advocate during the proposal phase and will interpret customer/buyer requirements and assist in architecting a customer-centric solution.
- Manage and own proposal library content
- Work with the Marketing Team and Growth Team to:
- Take high-level details as well as rough draft content from partners and converting that into high-impact content for proposals
- Translate technical concepts into easily digestible reading materials for a variety of audiences
- Create persuasive content that showcases product strengths, capabilities, and solutions to address customer needs
- Building or modifying templates and content that are easily modifiable across a variety of proposals and request for content.
- Provide mentorship and guidance to junior PVM Capture & Proposal Managers on processes and industry standards.
Requirements:
- Previous working experience (3+ years) with or for federal government entities. Previous experience working with data analytics or data integration software company highly preferred.
- Strong project management and organizational skills.
- Ability to quickly understand technical concepts, proactively learn with minimal instruction, and think creatively to produce artifacts
- Demonstrated experience collaborating with a team on a joint output, across departments / agencies / roles, and writing content that requires input from multiple stakeholders
- Experience with writing technical concepts through concise and compelling written communication
- Strong analytical and strategic thinking skills.
- Ability to adapt to changing business environments and priorities.
- This position may potentially require a government clearance for future efforts. An active Secret Clearance or ability and willingness to obtain is a plus.
Education:
- BS/BA or equivalent experience
Tools:
- Proficiency using Microsoft Office Suite (Teams, Office, SharePoint), Harvest, Confluence
- Proficiency using AI software such as Responsive.io, Notebook LLM, etc. to better scale performance
Skills:
- Demonstrated analytical, reasoning, planning and problem-solving abilities
- Ability to work with executives and senior leadership
- Demonstrated skills in communicating technical information to non-technical and technical customers, as well as how core technologies translate into customers’ critical capabilities
- Excellent time-management, organizational, and record-keeping skills
- A high level of self-motivation
- Excellent written and verbal communication skills
Salary: $80,000- $130,000
