Purpose and Scope of Position
The National Coordination Manager (“NCM”) is responsible for the supervision, readiness, and support of Coordination Centers in an agile, rapid-growth, entrepreneurial environment. The NCM primary responsibilities are: 1) Communicate the broader company vision to Regional Coordination Business Managers (RCBM); 2) Anticipate operational requirements based on company growth and business goals then subsequently makes change recommendations to leadership;3) Directly supervise and empower the RCBM to ensure facilities are well maintained, personnel operate consistently with WDS professional standards and policies, training requirements are met, and equipment is always in a state of readiness; 4) Ensure cross-departmental coordination, communication, and planning is upheld with the Professional Services, Corporate Services, People Operations, Labor Relations, and Operations teams5) Promote a solution-oriented culture; 6) Report directly to the Director of Operational Readiness.
Duties and Responsibilities
The NCM shall supervise, mentor, and lead the RCBMs both in-person and remotely. Additionally, the NCM shall provide support to RCBMs by coordinating support between the Coordination Center and Bozeman Headquarters. Due to the nature of the position, there is a travel requirement to visit CCs up to 50% of the time.
The NCM will encounter a diverse group of employees and personalities across the large geographic region. It is imperative that the employee has expert business acumen and thorough education and experience in interpersonal dynamics, human motivational factors, conflict resolution, and leadership management theory combined with a long history of success managing people in a similar industry. The NCM must thoughtfully balance and optimize resource management and response operations needs with business limitations and goals. The NCM must be capable of communicating complex issues to senior and junior audiences with diverse backgrounds and job requirements to efficiently produce business goals of profitability and growth.
The NCM coordinates regularly with department managers to ensure all company and division goals, objectives, and expectations are being met. They shall be the conduit through which WDS initiatives are implemented throughout field operations. They are expected to be a strong leader and work closely with staff, co-workers, and each Coordination Center team to model, mentor, coach, and facilitate success. To be successful in this role, the NCM must be innovative, operationally agile, resilient, and adept at logistics while balancing complex decisions with business rules and goals.
National Coordination
- Provides leadership, mentoring, and coaching to employees encouraging the development of a professional staff through all phases of employment including recruiting, hiring, training, and promoting
- Provide guidance, mentorship, and direction by regular in-person and remote interactions with CC leadership and staff.
- Manage the hiring strategy of all WDS field employees.
- Collaborates with Labor Relations on various field employee issues and concerns
- Manages and provides recommended courses of action for union-related issues and negotiations
- Communicates strategic insight to the RCBMs, empowers their efforts, and ensures operational excellence
- Provides vision, leadership, coordination, direction, and solutions in the application of standards, methods, and guidelines for all fire operations including providing advice and guidance in the implementation of company policies and applicable operating standards
- Ensures readiness of field operations personnel, facilities, vehicle, and equipment through effective leadership and management
- Shapes future year resource plans and coordinates with WDS department on strategic outlook
- Maintains continuity of operations (COOP) under a wide variety of circumstances through effective management and leadership practices
- Supports, enhances, and implements robust logistics in support of RCBMs to meet business and fire operations requirements
- Foster strong partnerships, influence teams through guidance and inspiration, and drive results
- Oversees NCM budget development and execution, ensuring efficient use of resources and proper documentation of expenses
- Conducts regular inspections, reviews, and compliance checks at each CC to ensure WDS requirements are fulfilled
- Provides strategic recommendations on evolution of CC concept of Teamwork and Core Values
- Ensures WDS core values of “safety, people, mission” are considered during all aspects of daily duties and routines, decision making, conflict resolution, and employee professional development
- Promotes positive outcomes through the promotion of teamwork
- Uses the high-performance management system to improve performance and behaviors of direct reports through frequent evaluations
- Ensures adherence to company policies and procedures modeling a culture of compliance and safety and proactively addresses any behavioral and performance issues in accordance with disciplinary guidelines
- Promotes a culture that supports a continual improvement program that heightens the quality of service to internal and external customers
Supervisory Responsibilities
- This position supervises others
- Develops performance standards and expectations with the support of People Operations and evaluates work performance of staff
- Ensures performance documentation is completed and collaborates with People Operations to efficiently address any performance issues
- Manages time and expenses for any direct reports
- Assigns work to RCBMs based on priorities and mission requirements
- Travels to administer inspections, reviews, and compliance checks at each CC to ensure WDS requirements are fulfilled (up to 50% travel requirement)

Required Qualifications
- Any combination of accredited education, experience, and success in a leadership role in a highly complex personnel and resource management environment equivalent to a bachelor’s degree or higher.
- Verifiable experience and/or qualifications in an emergency management environment and/or logistics/operations management field
- Minimum of 7-years of experience in leadership roles and personnel management
Preferred Qualifications
- Bachelor’s Degree or higher in emergency management, adult education and training, business administration, or public administration fields
- Minimum of 2-years of managing experience in a union environment

- Proven ability applying and demonstrating leadership, management, and organizational skills
- Excellent discipline, commitment, resolve, and motivation to achieve team success with minimal supervision
- Demonstrated ability and history moving efficiently from concept to action

- Strong ability to author strategic and operational plans, guidance references, and incident action plans to communicate goals, objectives, strategies, and tactics
- Exemplary understanding of the English language and vocabulary to efficiently articulate and communicate complex ideas and instructions through both written documents and verbal interactions
- Expertise applying principles of the Incident Command System (ICS) consistent with the National Incident Management System (NIMS) preferred
- Demonstrated history of understanding and implementing a culture of safety consistent with federal and state level guidance
- Demonstrated ability to make decisions that result in positive outcomes, as they relate to WDS employees and business goals while under pressure and facing time compression
- Strong record of achievement in developing and managing a large workforce
- Expert ability using latest technology and software including the Microsoft Office 365 suite of tools
Physical Requirements
- Office (70%): While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms
- Field (30%): The position may lift objects under 40 pounds, walk, and stand for long periods of time under adverse field conditions. The employee may lift, push, pull, or carry objects; use abdominal and lower back muscles to provide support over time with minimal fatigue; and effectively jump, sprint, or throw objects. The position requires good manual dexterity (hand, hand with arm, two hands) and multi-limb coordination. The position requires the ability to quickly move arms and legs. The employee must have good to excellent stamina
Working Hours
- The full-time schedule will generally be 40 hours per week.
- The hours worked per week may increase based on travel needs, business goals, and fire activity.
- This position will require after-hours and weekend work as needed to meet changing conditions and operational requirements
