POSITION TITLE: Government Testing Lead
Supervised by: Manager, Quality Assurance

POSITION SUMMARY. The Government Testing Lead, Quality Assurance, oversees the Government Quality Assurance (QA)program, ensuring high standards in software testing and quality control for the organization's product suite. This role involves leading processes and personnel, leading both manual and automated testing efforts. The Government Testing Lead ensures that QA methodologies align with US Government best practices while fostering innovation in quality/testing processes. This role collaborates closely with other departments to ensure the highest quality software delivery.

- Lead and mentor a team of QA professionals/processes to operate efficiently and effectively.
- In collaboration with the Government Project Management teams , establish and evolve formal QA processes, ensuring that the team uses industry-accepted best practices.
- Lead the daily activities of Government QA team members and assign workload
- Conduct regular team meetings to share best practices and ensure consistent quality across the team.
- Review and approve Test Plans, Test Evaluation Reports Test Cases, Data Quality System Reports and scripts per established Government Standards.
- Organize and report on User Acceptance Testing (UAT) events
- Adhere to projects requirements as agreed upon by leadership
- Conduct testing, including creating, maintaining, executing, and evaluating the following: (*)
- Works with developers and IT to help reproduce production defects in a QA environment, document root cause and validate the fix.
- Review and approve test plans, cases, and scripts.
- SQL code as part of data setup.
- Smoke Tests.
- Acceptance Test Cases.
- Regression Tests.
- Release Test Cases Log and retest defects.
- Verify test results in manual and automated testing.
- Overseeing traceability matrix between requirements document and test cases
- Quality Assurance Strategy (*)
- Develop and implement quality assurance methodologies that align with the organization’s and Government’s strategic goals.
- Drive the implementation of process improvements to increase efficiency and deliver high-quality products.
- Develop comprehensive test strategies that include automation, performance, and security testing.
- Collaboration and Communication (*)
- Act as the key point of contact for Government Project QA activities coordinating resources internally and externally.
- Communicate regularly with senior Government Program Managers and Clinical Implementation Consultants on QA strategy, project progress, and quality metrics.
- Partner with internal and external stakeholders, the product team, and development team to deliver high quality software on-time.
- Monitoring and tracking the progress of testing, and identifying and reporting issues
- Manages Government and Organizational reporting activities
- Monitor and report on quality metrics and project QA status.
- Oversee QA metrics, ensuring that industry’s best practices are maintained and oversee QA processes across projects for consistency
- Assist Training & Staff Development. (*)
- New Hire Onboarding – Assists Manager, Quality Assurance in preparing new hire 30-60- 90-day training plan and integrates feedback into weekly and monthly one-on-one meetings. Prepares initial feedback for team performance reviews.
- Performance Management – Conducts regularly-scheduled meetings with individual team members to review status of their work, clarify role expectations, provide feedback, identify training needs, discuss growth plans, and match up their skill sets with new and challenging projects. Ensures that performance appraisal meetings are conducted at agreed upon intervals (i.e., 90 days, semi- and annual reviews).
- Coaching and Mentoring – Along with Manager, Quality Assurance, assists in creating a learning environment and encourages staff to participate in skill development. Supports staff efforts to engage in self-directed training whether company-provided, college coursework, professional activities, or professional certifications.
- Collaborates with Human Resources and direct supervisor during the interview and hiring processes. Consistently aligns recruiting activities with established Human Resources processes.
QUALIFICATIONS

- Experience in mentoring and coaching the writing of clear, concise, and comprehensive test plans and test cases
Required Education and Experience:
- Bachelor’s degree in Engineering, preferably in Computer Science (or related discipline).
- 5+ years experience in Federal Government software/hardware testing.
- 5-7+ years of experience leading testing teams that design and deliver complicated, distributed systems – preferably in agile development and using test automation technology.
- 5-7+ years of experience leading Software Performance Testing.
- Knowledge of system design and architecture.
- Ability to handle multiple competing priorities in a fast-paced environment.
- Deep and broad experience in test automations.
- Direct Experience in the DHA HIA/LDCS project either as a contractor or as a Federal Employee.
Additional Eligibility Qualifications:
- Excellent interpersonal and communication skills with the ability to interact effectively with others, including various levels of management.
- Experience working in an Agile/Scrum development process.
- Solid knowledge of SQL and scripting
- Azure DevOps and Git Experience
- Zephyr knowledge a plus
- Hands-on experience with Unit, Integration, and Automated UI test creation, evaluation, and maintenance
- Ability to perform effectively under pressure or opposition.
- Prefer knowledge of HIPAA regulations involving PHI and HITECH.
Work Environment. Employees may work from our corporate headquarters or work from home. Employees may at times be required to travel to headquarters for meetings or company events. Remote workers will be provided with a company laptop and are responsible for maintaining access to high-speed internet.
Physical Demands. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to sit for long periods of time, stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee is occasionally required to climb or balance; and stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
Position Type and Expected Hours of Work. This is a full-time position, and the hours of work and days are typically Monday through Friday, 8:30 a.m. to 5 p.m. Some flexibility in hours is allowed, but the employee must be available during the “core” work hours of 9:00 a.m. to 3:30 p.m. and must work 40 hours each week to maintain full-time status. Occasional evening and weekend work may be required as job duties demand.
Travel. Incumbent may occasionally experience some out-of-the-area and overnight travel.

Security Clearance. Must be able to pass all security clearances mandated by various government contracts as well as client hospital/healthcare security requirements. Any employee working on government projects will be required to successfully pass a government background check and receive a Common Access Card (CAC). Additionally, the applicant must be a U.S. citizen and will be subject to a Public Trust security background investigation and must meet requirements to obtain a Department of Defense (DOD) network account.
