Do you want to be at the heart of our work to address climate change through regulation and use of market mechanism working with several government departments? Do you want to work for an organisation that values difference and welcomes everyone? Then the Environment Agency and this role is for you!

Our team and area of work has expanded rapidly and is facing further expansion. We need an additional manager initially to oversee our business, financial and governance activities. We are looking for someone who would also be keen to provide regulatory leadership in future.

We are looking for an individual who will provide business management and financial direction and leadership to our portfolio of regulatory services. You will have a strong aptitude for managing the business including experience of securing funding and translating that into delivery, portfolio governance, spending reviews, seeking funding from government, financial strategy, organisational design and development. You may have experience in some of these already, but a desire to learn and lead on these is essential.

This is a new role. You will work with our two existing G7 Industrial Decarbonisation and Market Mechanisms Managers to lead and manage our relationships with Government as they develop policy and legislation, and then working as a team to implement these changes in the Environment Agency as our role expands to support achieving Net Zero.

You will be required to have an incident role and make yourself available to respond to incidents or provide business continuity support during an incident. This may attract an additional payment and full training and alternative working arrangements will be available to support you with your incident role.

The team

The team provides the national lead on the market mechanisms that underpin Government's ambitious plans for the transition to Net Zero. These include the UK Emissions Trading, Climate Change Agreements, the Clean Heat Market Mechanism and other market mechanisms.

The team currently has 18 staff. We mostly work remotely but have a strong team identity and supportive working culture.

We support the development and implementation of new regulatory regimes and market mechanisms for Government departments.

Experience/skills Required

  • You will have an aptitude for managing the business including experience of portfolio governance, seeking funding from government, financial strategy, organisational design and development. You may have experience in some of these already, but a desire to learn and lead on these is essential.
  • You will have direct or relevant transferable experience of informing government policy and/or designing and implementing it into operational activity.
  • You will have a track record of influencing individuals and organisations at senior levels within large organisations.
  • You will be able to plan and direct the work of the teams and others with whom you work providing business management and regulatory leadership.
  • You should have a track record of managing teams that undertake a variety of work from technical specialists to business management, and programme management.
  • Experience with industrial decarbonisation policies would be helpful but is not essential.
