Job Summary: The Public Projects Director is a subject matter expert in the interaction between railroads and the traveling public. This role leads and develops RailPros’ Public Projects team, managing public agency projects impacting railroad infrastructure and right-of-way. The Director focuses on business development, ensuring the team grows in size, resources, and capabilities to meet evolving demands.

 

Essential Duties & Responsibilities:

  • Leadership & Project Management:
    • Guide the team in managing freight railroad public projects from concept to construction, including at-grade crossings, grade separations, quiet zones, trails, and drainage improvements.
    • Ensure project deliverables are met while maintaining adequate team resources.
    • Manage the Public Projects team budget and operational efficiency.
  • Client Engagement:
    • Meet regularly with existing clients to maintain strong relationships.
    • Lead negotiations on public agency projects, representing clients with railroads.
    • Develop new business opportunities and improve existing tools and applications.
  • Technical Expertise:
    • Provide QA/QC for plan reviews, cost estimates, agreements, and permitting applications.
    • Draft Scope and Fee (project proposals) and lead diagnostic reviews.
    • Ensure compliance with client requirements through regular reporting and task follow-ups.
  • Knowledge Sharing:
    • Conduct presentations and represent RailPros at conferences and media interviews.
    • Ensure the team’s understanding of FRA 130 federally funded project procedures, preemption for at-grade crossings, and railroad construction standards.
  • Team Management:
    • Oversee a growing team, ensuring alignment with project needs and goals.
    • Direct on-site meetings, diagnostic reviews, and resource planning.
Qualifications:

Knowledge, Skills & Abilities:

  • Strong verbal and written communication skills.
  • Proficiency in Microsoft Office, particularly Excel (complex formulas, pivot tables).
  • Ability to write proposals and modify agreements.
  • General knowledge to read and understand civil roadway, bridge, and track plans.
  • Familiarity with railroad on-track safety and flagging protection.
  • Understanding of railroad agreements, right-of-way, and construction methodologies.
  • Knowledge of railroad construction standards (AREMA, MUTCD).
  • Strong organizational skills and attention to detail.

Required Education and Experience:

 

  • Bachelor’s degree in Engineering (ABET/EAC accredited) or equivalent experience.
  • Strong knowledge of industry standards, including AREMA, MUTCD, FHWA guidelines, and railroad construction practices.
  • Exceptional communication and negotiation skills.

Preferred Education and Experience:

  • Master’s degree in a related field.
  • 10+ years of industry experience, with 5+ years in freight public projects and federal at-grade crossing projects.
  • Established relationships with railroad clients.
  • Business development and project management experience.
  • Professional Engineer (PE) certification.
