What You’ll Do
As a key member of the Proposal and Quality Management (PQM) team, the Proposal Manager will lead and manage the full proposal development lifecycle for federal opportunities. Reporting to the Senior Manager, Proposal and Quality Management and working under the oversight of the EVP of Strategic Initiatives, you will ensure the delivery of compliant, high-quality, and competitive proposals.
You will collaborate with senior leadership, capture/business development leads, technical SMEs, and partners to refine strategies, develop solutions, and craft compelling proposals that address customer needs. Your ability to think critically, manage competing priorities, and communicate effectively will be essential in this role.
Your responsibilities will include:
- Proposal Leadership: Own the full proposal process from pre-RFP to post-award, ensuring timely delivery of compliant, high-quality submissions.
- Strategic Solutioning: Collaborate on win themes, solution development, and proposal strategies to address customer needs and pain points.
- Knowledge Management: Maintain and improve proposal knowledge management infrastructure, including templates, guides, schedules, and reusable content.
- Team Collaboration and Coordination: Work cross-functionally with pricing, contracts, and technical teams to ensure cohesive and competitive proposals.
- Writing and Editing: Draft, review, and edit proposal sections for clarity, compliance, and persuasive impact.
- Review Oversight: Lead proposal reviews (Pink, Red, Gold) to identify and address compliance gaps and enhance proposal effectiveness.
- Partner Engagement: Build and manage partner relationships to strengthen teaming strategies and improve competitiveness.
- Continuous Improvement: Conduct post-award debriefs and lessons learned to refine processes and increase win probability.

Required Qualifications/Experience
- Bachelor’s Degree
- At least five (5) years of proven federal proposal management experience, including leading end-to-end proposals for significant GWACs/IDIQs/MACs (i.e., GSA OASIS+, GSA POLARIS, CIO-SP4, Alliant 3, SEWP IV, VA T4NG, etc.)
- Strong attention to detail, critical thinking, and organizational skills.
- Advanced writing, editing, and compliance analysis capabilities.
- Proficiency in Microsoft Word, PowerPoint, Microsoft Teams, and Google Workspace.
- Ability to manage multiple proposals and deadlines simultaneously.
- Positive attitude, flexibility, and ability to work well with others under pressure.
- Strong interpersonal skills and a commitment to collaboration and teamwork.
- Expert desktop publishing skills
- Experience preparing teams for oral proposals and/or technical challenges
Desired Qualifications/Experience
- Experience in the Defense/DoD and/or Cyber industries
- Shipley and/or APMP certification/training
- Knowledge of Adobe Creative Cloud Tools
- Graphics Development experience - ability to visualize and communicate ideas graphically
- Experience with Business Development and Capture Management functions
- Demonstrated success in achieving high win rates through innovative proposal strategies

Referral Bonuses
The base salary range for this position is a general guideline and not a guarantee of compensation or salary. It has been benchmarked in relation to the scope of the role, market rate, and internal equity. The salary for this role is expected to be in the $110,000 - $125,000 range. Where a candidate falls within the band can be determined based on one or more of the following: skillset, experience level, achievements, education, geographic location, security clearance, involvement in corporate tasks, and other non-discriminatory factors. In addition to the base salary, this role will include benefits as described above. Valiant reserves the right to adjust the salary range, experience requirements, and position responsibilities at any time without prior notice.
