Budget Lead (DHS Experience)

• Lead the development of strategic plans, including Resource Allocation Plans (RAP) and Program Decision Options (PDOs).
• Prepare and manage Office of Budget and Management Justifications (OMBJs), Congressional Justifications (CJs), and related attachments and artifacts.
• Coordinate responses and provide technical assistance to Congressional Appropriation Committees.
• Develop and respond to tasks from Congressional Appropriators, the Office of Management and Budget (OMB), DHS strategy and policy teams, and other key stakeholders.
• Draft executive-level communications, including talking points and briefings, with minimal edits required.
• Present findings and recommendations to high-level stakeholders in a clear and concise manner.
• Identify problems and propose alternative and practical solutions using innovative, outside-the-
• box thinking.
• Lead data collection and analysis related to budget formulation.
• Summarize results and produce tailored reports for specific audiences.
• Utilize advanced skills in Microsoft Excel and PowerPoint for data visualization and presentation.
• Apply knowledge of PowerBI, PowerApps, and SharePoint to enhance reporting and collaboration.
• Work effectively in a dynamic environment, managing multiple tasks simultaneously and meeting deadlines.

• A minimum of 8 years of experience in budget formulation, with at least 5 years specifically in DHS PPBE processes.
• Proven expertise in developing RAPs, PDOs, OMBJs, CJs, and responding to technical assistance requests.
• At least 5 years of experience with Microsoft Office Suite, with advanced proficiency in Microsoft Excel and PowerPoint.
• Familiarity with PowerBI, PowerApps, and SharePoint.
• Exceptional ability to draft executive-level communications.
• Strong analytical skills with the capability to summarize complex data for targeted audiences.
• Proven ability to thrive in a fast-paced environment and manage multiple priorities effectively.
