Job description

Job Summary:

Aptive is seeking an experienced Health Solutions Proposal Strategist to support the development of proposals, white papers and presentations specific to the Department of Health and Human Services (HHS). This role supports capture and proposal development activities for health related opportunities across the federal government. The HHS Solutions Architect brings knowledge of the healthcare sector, HHS, and the ability to apply critical thinking across an opportunity lifecycle – engaging customers to understand requirements, translating business and technical requirements to realistic and innovative solutions, articulating value propositions, and conceptualizing and developing creative approaches to meeting customer outcomes and objectives. The Solutions Architect will bring solutions forward through white papers, proof of concepts, presentations, and proposal responses. This position requires leading and engaging teams of people with diverse skills to develop comprehensive solutions ranging from specific system needs to full enterprise coverage. The successful candidate will be able to conceptualize these solutions around key business needs and goals in full awareness of industry trends.

Primary Responsibilities:
  • Strategist responsible for establishing solution vision and alignment to customer objectives and translating those into proposals
  • Hands-on authoring of solutions for federal health proposals with a primary focus on the Department of Health and Human Services (HHS)
  • Lead the development of innovative solutions in support of major capture efforts, balancing these solutions against cost, schedule, function, quality, and other business considerations.
  • Create content for white papers, proposals, and briefings demonstrating the thought leadership capabilities of the organization, as well as supporting various marketing and business development efforts through customer interaction.
  • Assist capture strategy development through technical leadership, including the creation and marketing of discriminating value propositions.
    Assist in the development of the systems integration capabilities across multiple accounts within the business.
  • Support program management and business development reviews and assist in improving performance of existing projects as required.
  • Conduct pre-sales engineering activities, to include engaging directly with customers in combination with our Business Development and Operations leadership teams.
  • Incorporate win strategies and articulate the ‘why us’ story while supporting other facets of a proposal including level of effort, staffing, and pricing
  • Partner with technical and customer domain SMEs to lead solutioning activities, resulting in differentiated, well-articulated solutions that address customer pain points
  • Conceptualize graphics to convey key solution concepts, graphically depicting process, relationships, dependencies, technologies, benefits, features, and other concepts that tie solutions to problems
  • Promote the application of proposal best practices and iteratively review content and coach authors during the proposal phase
  • Develop value propositions: uncover client challenges and craft compelling value propositions, using winning messages and stories to differentiate Aptive
  • Facilitate solution knowledge and network development of assets, relationships and insights across a designated industry or practice; grow into a recognized leader who will help perpetuate its growth
  • Demonstrate creative thinking across a broad range of technical and strategic competencies related to health including methodological frameworks, public health models, public policy, human-centered design, and additional innovation trends across Federal agencies
Minimum Qualifications:
  • Bachelor's Degree in public health, behavioral health or related discipline
  • Minimum of five (5) years of demonstrated ability to author technical sections in proposals; it is expected that the candidate would have experience leading/supporting over 25 proposals
  • Minimum of eight (8) years of professional experience in health-related projects and Federal Government contracting
  • Demonstrated experience in one or more health functional areas, complemented by significant involvement in competitive Federal proposals
  • Demonstrated ability to multi-task
  • Possess an excellent overall understanding of processes/tools/frameworks used within HHS
  • Ability to tailor technical solutions to meet VA/HHS/DHA needs, as described in HHS’s Performance Work Statements (PWS).
  • Experience and understanding of project management methodologies (e.g., PMBOK, Agile)
  • Ability to work remotely with minimal guidance
  • Exceptional written/oral communication skills
  • Ability to obtain a government clearance
