IT Concepts, Inc. (ITC) is seeking an experienced Workforce Planning & Analytics Lead to support our VA-ESOM-End Point Support and Operations Monitoring contract. Candidate must have workforce planning & analytics experience managing Information Technology related projects. Must have experience in tracking current and future workforce needs, costs, planning, schedules and performance progress. Serve as the Analytics Product Manager for VA ESOM Business Operations contract. Must be able to identify & mitigate risks; and adjust based on internal and external impact factors. 

Responsibilities:

Consider how work, workforces and workplaces need to be reimagined in the service of future VA strategy and collaborate with VA Business Operations Contract lead to evaluate the nature of work, how the composition of the workforce will evolve to meet VA needs, and how to activate next generation workforce, learning, skills, and business operations analytics for the future. 

 

Workforce Lead: 

  • Forecasting talent needs: Analyzing workforce data and forecasting future talent requirements  
  • Developing workforce plans: Creating plans to attract, retain, and develop top talent  
  • Partnering with leadership: Working with HR and business leaders to understand the organization's workforce needs  
  • Identifying skill gaps: Proactively identifying skill gaps and implementing targeted recruitment, training, and succession planning initiatives  
  • Consulting with leadership: Consulting with VA ESOM Business Operations Lead for major organizational staffing initiatives  
  • Leading cross-functional teams: Leading cross-functional teams to address issues related to environmental changes  
  • Establishing strategic plans: Establishing strategic plans for retention  
  • Staff-level optimization, Compliance reporting, Health & Wellness. 
  • Lead agreement and regular reporting of KPI on strategic goals & efforts, example AES Score, Rate of recruitment, retention & reward 
  • Policy adherence metrics, rule-based workflow, Training calendars, Vendor management, skills-gap analysis. 

Team Lead: 

  • Lead workforce & analytics teams including monitoring, planning & forecasting human capital needs, skills-matrix, skills-gap, capacity-gap, upskilling, standard & ad-hoc reporting, data mining, etc. 
  • Serve as a team or task lead, with supervisory responsibility. 
  • Mentor and guide team members in planning and executing their responsibilities 
  • Understanding of formal change management processes 
  • Proven leadership skills, with the ability to create plans, build teams, and execute with strong ownership and minimal oversight. 
  • A continuous learner who thrives in uncertainty, takes calculated risks, and learns from experiences. 
  • Proactive, consistently taking initiative and advocating for necessary actions. 
  • High emotional intelligence, with the ability to effectively communicate and empathize with staff, colleagues, cross-functional teams, and leaders. 

Analytics Lead: 

  • Data enablement: Lead the data culture to bring visibility for VA ESOM Business Operations and IT Asset Management / Service Management related contract functions and enable data driven decisions. 
  • Analytics strategy: Establish and oversee the VA ESOM Business Operations contract analytics strategy and assign tasks to team members  
  • Data governance: Balance risk while enabling users to work with data confidently  
  • Data processing: Oversee complex analytical projects and ensure data accuracy and integrity  
  • Project management: Lead new and evolving data initiatives as required. 

Requirements

Requirements:

  • Bachelor’s degree in engineering, Computer Science, Systems, Business, Human Resource or related scientific / technical discipline. (8 years of additional relevant experience may be substituted for education) 
  • 10 years of relevant experience with large organizations and complex projects / programs. 
  • MS Office Suite (Excel, PowerPoint, Word) 
  • Quick Learner with Integrity/Honesty, good communication (verbal and written) and interpersonal skills. 
  • Comfortable working in a dynamic, fast-paced environment. Stay abreast of industry trends and best practices 
  • Ability to lead team members and able to get work done alone. 
  • Customer Service mindset, Decision Making, Flexibility. 
  • Industry knowledge and/or U.S. Government security controls and best practices. 
  • Strong problem-solving, coaching, and teamwork skills. 
  • US Citizen or Green Card holder. 

 

Preferred: 

  • Experience supporting a federal client. 
  • Section 508 conformance experience or knowledge. 
  • PMP Certification, ITI 4 Foundation or equivalent. 

Clearance requirements:

  • Able to obtain and maintain Public Trust Clearance.
