Summary

As a Program Manager at the GS-0340-15, you will be part of HRS Leadership Development Office of Personnel Management. If selected, you will be responsible for overseeing program operations and stakeholder coordination for learning management systems and solutions. Duties

Formulates business strategies by spearheading strategic and learning management planning initiatives. Partners with information technology program leadership to oversee the operations, development, maintenance, and support of the product suite. Manages existing business and generates new business for a reimbursable organization. Collaborates with various groups and offices to ensure services are properly delivered.

Qualifications

For the GS15: You must have You must have (one) 1 year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service demonstrating ALL the experience listed below: Utilizing HR expertise to advocate for strategic, legally sound HR solutions, including software-as-a-service, for stakeholders; and Guiding stakeholders on HR interventions, products, and services, and rectifying any discrepancies; and Addressing complex HR issues and solutions with stakeholders of varying technical expertise; and Overseeing project budgets, negotiating funding, and monitoring budget progression; and Estimating product/service costs and managing resources to ensure delivery within budget. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS 15 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
