Job description

 

Job Location: Hershey, PA Preferred. Open to Remote with travel to PA 



Role Overview: 

Responsibility for customs compliance and master data, which entails maintenance of customs data for cross-border product portfolio. The customs master data scope includes detailed product commercial descriptions, Harmonized Tariff Classification (HTS) codes (US, CA & MX), Schedule B code for export, FDA and CFIA requirements (product codes and registration information), and Country of Origin (CoO) determination. Timeliness and accuracy of master data is critical to ensure that there are no delays at the border. This role will also support product label CoO tagline review/approval, import overages & shortages corrections, customs broker management (communication, POAs KPIs etc.). In addition, the role will be engaged in filing import entries (7501) and export ACE filings (EEI). The United States-Mexico Canada (USMCA) Free Trade Agreement is a major program for Hershey and its subsidiaries. This role will liaison with colleagues in the U.S. and Mexico in qualification of Hershey’s products for preferential duty treatment using SAP/GTS software.​

Responsibilities:
 

  • Harmonized Tariff Classification: Responsibilities include assigning HTS codes for materials in the U.S., Canada, and Mexico. SchB numbers are assigned for materials exported from the U.S. This applies to material types finished good (FERT), semi-finished intermediate HALB, and ingredients (ZRAW). Classification involves understanding the Harmonized Tariff Schedule, reviewing the Bill of Material (BOM), and reviewing recipes. A general understanding of ingredients in BOMs/recipes is required to recognize categories such as sugar and milk solids and to determine if a product is milk, dark, or compound chocolate and to be able to distinguish between white confectionary and white chocolate. Determination of which materials are assortments is necessary for assigning correct HTS codes.​

  • Compliance, Master Data, CoO determination & markings: Key pieces of information are critical to avoid delays with Customs and with FDA for shipments that cross a border. The invoice requires an accurate detailed description of the product, correct CoO, FDA code, and FDA description (pack out for validating weights declared). FDA codes are determined using the FDA code builder tool. FDA descriptions are determined from the SAP description and referencing the BOM. CoO is determined by reviewing the BOM in SAP PRD. A thorough understating of the Product Management Life Cycle (PLM) process and understanding the product information is crucial to maintaining the master list of materials that cross a border and keeping current with sourcing changes (CoO determination). This position is also responsible for approving the country-of-origin markings on all product packaging.​

  • USMCA Qualifications: Responsibilities include reviewing products eligibility and issuing USMCA certificates for shipments from the The Hershey Company (US) and Hershey Canada (CA) to North America region (US, MX & CA). This process involves reviewing in-house products in GTS for eligibility and contacting co-manufacturers and suppliers for their products’ eligibility to support issuing a USMCA certification of origin from The Hershey Company and Hershey Canada. A thorough understanding of the USMCA regulation and rules of origin and GTS processes are key in ensuring validity and accuracy of the information on the certificate of origin. ​

  • Import Operation activities support: Support the brokerage team in preparation and compilation of CF 7501 data elements by utilizing SAP GTS Customs Management module for electronic submission of import customs declarations. Respond import & export inquiries internal and external stakeholders, e.g. cross-functional teams, customs brokers, carriers and 3PLs.\


Qualifications:

  • BS/BA in related fields of Logistics, International Trade, Economics, and/or Business. Equivalent experience will be considered.​

  • Licensed US. Customs Broker is a plus.​

  • 3 to 4 years directly working in import/export compliance- preferred​

  • Bilingual Spanish is strongly recommended; knowledge of other languages is a plus.
