Job description

The Missouri Department of Mental Health, Division of Developmental Disabilities (DD) is seeking a Director of Intake, Assessment and Utilization Review. ( Remote & Flexible Work Options Available)

The Director of Intake, Assessment and Utilization Review supports three Division functions, consisting of up to sixty-seven professionals domiciled at offices across the state. There are eight Intake and Assessment teams who evaluate Missourians eligibility for services. There are seventeen Utilization Review team members who evaluate requests for services distinctly separate from the Intake and Assessment function. These functions are currently supervised by the Regional Offices. As the teams undergo continuous quality improvement efforts, the design of the teams will change and the Director of Intake, Assessment and Utilization Review will assume direct supervisory responsibilities.

  • Promote the Department and Division mission, vision, and values in all aspects of operations and service delivery.
  • Provide exemplary leadership to Division employees through promoting a positive work culture, effective communication, and developing employees by setting a positive example, coaching, modeling, and creating opportunities for professional growth and development.
  • Collaborate with Regional Directors to support the team and identify areas of enhancement and consistency.
  • Oversee the implementation of the Intake, Assessment and Utilization Review teams to ensure consistent application of unit functions.
  • Facilitate organizational transformation to establish more efficient structure and processes.
  • Build and maintain systems to measure performance utilizing data and respond to results using continuous quality improvement.
  • Contributes to the development of Division Information Management Systems.
  • Evaluate, develop, and maintain assessment tools, information management systems, training and tracking systems, related to intake, assessment, and utilization review.
  • Facilitate the development of resources for Intake, Assessment, Utilization Review teams and stakeholders.
  • Monitor and facilitate, directly or indirectly, the training for and coordination of the process for obtaining valid and reliable assessments for the purpose of eligibility, service approval, prioritization of need and rate allocations within the DDD system.
  • Participates with stakeholders in assessing and evaluating intake, assessment, utilization review and appeal processes to upgrade the quality of services.
  • Build and maintain effective relationships and partnerships stakeholders, community leaders, schools, sister departments and divisions, and other related entities.
  • Provides input and may coordinate changes to relevant processes and procedures within the DDD system, including changes to code of state regulation or other authoritative documents as needed and directed by DDD’s executive team.
  • Communicate effectively with employees at all levels in the Division and providers.
  • Collaborate with subject matter experts to promote best practices and opportunities for continuous improvement relevant to operations and service delivery.
  • Assess and participate in problem-solving around issues as they arise.
  • Travel to regional and satellite offices to meet directly with staff and receive feedback.

Qualifications

  • Bachelor’s Degree and three years of professional relevant experience in mental health, education, social services, public administration or a closely related area. Master’s degree preferred.

  • The position requires excellent leadership and management skills; advanced verbal and written communication skills; ability to manage complex projects; ability to build and maintain strong, positive working relationships, ability to problem solve and resolve complex issues; skill in the analysis and interpretation of information and data to evaluate performance and inform business decisions; and ability to present information in a clear and concise matter.

Requirements

  • This position is considered an employee of Central Office but may domicile within a local Regional or Satellite office. Routine travel to Central office and throughout the state is required.
