Project Summary

The U.S. State Department-funded Monitoring, Evaluation and Audit Service for Ukraine (MEASURE) project provides support to the Office of the U.S. Assistance Coordinator for Europe, Eurasia and Central Asia (EUR/ACE) to oversee multiple areas of effort of non-humanitarian and non-military support for Ukraine and ensure the funds are directed toward the foreign policy and foreign assistance objectives for which they are intended. Monitoring data is analyzed and reported to all US Government (USG) partners involved in Ukraine assistance, Congress, and others. It will be used to make judgments as to the effectiveness of programs to meet USG foreign assistance objectives. Also, MEASURE will support US Government partners in having systems and frameworks in place to monitor the effectiveness of the assistance.

Position Summary

The Monitoring and Evaluation (M&E) Specialist position will provide M&E technical support and support USG agencies and implementing partners (IPs) in Ukraine, as requested by the Department of State. The M&E Specialist will be primarily responsible for working with partners to review their M&E frameworks and develop robust monitoring and data collection frameworks to ensure accountability and the effectiveness of USG-funded support to Ukraine and support other team members in their efforts. Also, the M&E Specialist may be involved in the design and implementation of primary data collection and assess progress against key U.S. government objectives. Also, the M&E Specialist will work with partners to ensure MEASURE has access to relevant project information and M&E data and provide input to MEASURE’s reporting. This position will support the team based in Kyiv, Ukraine and work hours will need to be flexible.

Responsibilities

  • Support USG agencies and IPs to develop M&E frameworks, logic models and, indicators and other M&E-related documentation to help them continue to assess their progress towards achieving their goals.
  • Review data collection instruments and processes to ensure that collected data is valid, reliable, and timely.
  • Support the design and implementation of evaluability assessments for clusters of projects.
  • Design and perform data quality assessments.
  • Support the development of terms of references for evaluations and oversee the work of short-term experts involved in the evaluations.
  • Design and implement primary data collection through observations, key informant interviews, surveys, and focus groups at partner assistance sites to ensure both that partner interventions are being implemented as designed and that partner data collection approaches are being implemented in the field at sufficient rigor to assess results where necessary.
  • Analyze data and synthesize research findings into succinct reporting.
  • Liaise and collaborate with Field Team Leader and Senior M&E Specialist to address missing or incomplete information.
  • Report to the Field Team Leader and Senior M&E Specialist on a regular basis by providing a weekly activity report as required.
  • Work with data platforms, databases, and select technologies to capture and organize data.

Qualifications

  • Master’s degree in social sciences, international development, economics, or other MEL related fields required.
  • Minimum six years of experience in international development with minimum three years of experience in applied data collection, such as research or MEL data collection, required.
  • Experience with USG-funded development programs and MEL systems for USG-funded programs is required.
  • Familiarity with data quality assessments, evaluability assessments and evaluation designs desirable.
  • Strong background in MEL processes and knowledge of MEL tools required.
  • Strong written and spoken communication skills in English is required.
