Position Summary
IEM is looking to bring on
Full-Time Program Manager who will oversee long-term recovery operations on the island.
IEM is supporting LUMA Energy in the operations, maintenance, and modernization of Puerto Rico Electric Power Authority’s (PREPA’s) transmission and distribution system.
The Program Manager will work hand-in-hand with LUMA Senior Leadership, PREPA, federal, state, and local government agencies, and non-profit organizations to execute upgrades to Puerto Rico’s electrical grid through effective and efficient federal funding employment. The best candidate will possess knowledge of FEMA’s Public Assistance grant programs and will work as part of IEM’s Critical Infrastructure Team. The Program Manager is expected to exercise independent judgment and must be able to communicate with key stakeholders involved in planning and executing the project.
Primary Location:
- Candidates should reside in Puerto Rico
- Candidate must report to either client site or IEM office in Puerto Rico.
- All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours to maintain the Internet connection, if needed.
Travel Requirements
- This position may require work to be conducted onsite and may require work on weekends or more than 40 hours per week. Travel and other expenses are reimbursable following Federal Travel Regulations.
- All interested candidates must be willing to work on-site for the assignment. Assignments typically may last up to 12 months with potential for extension.
Essential Functions
- Possess familiarity with utility transmission and distribution system design and operations.
- Posses familiarity with public-private partnerships and government structure and operations.
- Oversee interagency recovery efforts related to Hurricanes Maria and Fiona and future incidents, as applicable.
- Establish and maintain contact with Federal Emergency Management Agency (FEMA) and Department of Homeland Security (DHS) leadership, including the regional administrator, Federal Disaster Recovery Coordinator (FDRC), Local Disaster Recovery Manager (LDRM), and Federal Coordinating Officer (FCO)
- Establish and maintain contact with senior local, state, and territorial elected and administrative officials, and Local, State, or Territorial Emergency Management Director, as applicable.
- Drive development and approve an overarching strategy for disaster recovery operations
- Establish and maintain recovery priorities on behalf of the subrecipient
- Support operational transition from the response phase to the recovery phase during new disasters
- Lead the identification and analysis of long-term recovery impacts and needs
- Coordinate client operations with local, state, or territorial long-term disaster recovery efforts
- Identify and assess technical and financial resources available from local, state, territorial, and Federal agencies
- Oversee budgets and expenditures to ensure the effectiveness of the engagement with the client
- Collaborate with IEM’s Executive Management and State and Local Response and Recovery Teams
- Supervise and carry out necessary administrative functions to ensure proper management of the assigned IEM team.

Minimum Qualifications
- Experience with FEMA Public Assistance or other FEMA Grant Program
- Bachelor’s degree from an accredited college or university with a major in engineering, public administration, emergency management, insurance, business administration, or related field. An equivalent combination of training and experience may substitute for a degree.
- Experience working in FEMA New PA Delivery Model
- Demonstrated ability to interpret grant policy and procedures, to read and interpret grant guidelines and contracts, and to communicate effectively orally and in writing. The ability to assist with preparing written reports and conducting analysis.
- knowledge of disaster recovery, emergency management, and associated state/federal legislation with the ability to research and organize data
- Intermediate level ability to use provided IT tools and documentation management tools to create, organize and maintain project documents
- Demonstrated ability of standard office procedures and intermediate computer operations to include a working and functional use (preferred intermediate to advanced) of all Microsoft Office applications including Word, PowerPoint, Excel, and Outlook as well as smartphone/test usage
- Solid written, verbal and organizational skills
Preferred Qualifications
- Experience within the commercial and/or public industries including, but not limited to, utilities, government entities / facilities (including Department of Energy, State/Local utility planning and design)
- Experience overseeing State or Federal Recovery Offices
- Professional Registration or Certification including Professional Engineer (PE), Registered Architect, Project Management, law degree
