Position Summary
IEM is looking to bring on a
Full Time Program Management Officer (PMO) who will be responsible for planning, coordination, and administration of program operations and support activities for federally funded projects. Will help ensure program team compliance and meeting established timelines, inclusive of reporting, training and policy and procedure development. This position entails understanding federal, state/territorial, and local regulations and ensuring our team complies with all requirements.
The PMO will report to the Sr. Grants Manager and will oversee and manage all program support processes across the full grant life cycle from policy and procedure development, project planning, project and task tracking and reporting, and staff training to internal project monitoring and program closeout tasks.

Primary Location:
- Hybrid work schedule: remote and in-office, based on business needs (1-5 days per week).
- Preference will be given to candidates who reside in California.
- Candidates may reside outside of the state of California but must be able to travel to CA when needed at a program office location.
- All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.
Travel Requirements
- This position may require travel to complete work assignments or attend meetings.
Essential Functions
- Provide general assistance and support to program team to ensure smooth operations, oversight and compliance.
- Lead and coordinate efforts to develop, maintain, track and implement program policies, standard operating procedures, job aids and FAQ sheets needed for program operations.
- Work with team and Subject Matter Experts (SMEs) to develop, provide, and coordinate staff training and technical assistance.
- Provide training and technical support to program staff surrounding program databases, tools, and systems of record.
- Provide support and assist program team with research, analysis and development of recommendations to improve program processes.
- Coordinate and lead the development of operation plans, briefing papers, client and program reporting, and presentation development.
- Support the Sr. Grant Manager with program goal setting, financial reporting and accounting.
- Demonstrate strong organizational and administrative competencies inclusive of exceptional record keeping, scheduling and task tracking abilities.
- Display excellent communication skills and commitment to teamwork and excellence in responsibilities.
- Coordinate and perform on-boarding and off-boarding activities for program staff.
- Maintain a working knowledge of all policies and procedures across the grant life cycle and provide support/recommendations for improvements when needed.
- Perform other duties as assigned.
Minimum Qualifications
- A bachelor’s degree from an accredited college or university in project management, accounting, finance, management, business or public administration, legal or closely related field.
- Five (5) years of experience with project and/or program management and demonstrated experience interpreting local, state, and federal rules and regulations.
- Three (3) years of experience with developing policies and procedures, performing data analysis and program report development, and delivering staff training.
- Substitution: A master’s degree from an accredited institution in a qualifying field may substitute for one (1) year of the required experience.
- An equivalent combination of education, experience, and training that demonstrates the required knowledge, skills, and abilities necessary to effectively perform the duties and functions of this position may be considered.
Preferred Qualifications
- Knowledge of various database and program management tools such as SmartSheet, Power BI, SharePoint and other Microsoft Office Suite products.
- Knowledge of federally funded grant programs such as CDBG/CDBG-DR and FEMA HMGP.
- Knowledge of California programs related to Housing, Infrastructure/Public Facilities, and Migrant Workers.
- Experience providing technical assistance and staff training.
- Experience using DRGR.
