Job description

Chemonics International Inc. seeks interested and qualified individuals for the Public Health Technical Lead (PHTL) position on the anticipated five-year $19 million USAID-funded Strengthening Systems for Health Security Activity (SSHS) in Peru.

The purpose of this SSHS activity is to help Peru build robust capabilities in preventing, detecting, and responding to infectious disease and health threats to ensure national and global health security (GHS) by working on the following three objectives: 1) Better prevention of infectious diseases through the reduction of disease transmission from animals to human populations; 2) Better detection of infectious diseases through improved surveillance systems; and 3) Effective response to infectious disease outbreaks through a skilled and competent health security workforce.

The PHTL will serve as the key technical expert and leader of the public health related components of this Activity. The PHTL will be responsible for leading the human health technical approach and contextualizing globally recognized public health best practices to strengthen Peru’s global health security capabilities. The position is anticipated to be based in in Lima, Peru. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities

  • Collaborate closely with the multi-sectoral technical leadership team and provide technical leadership in the development, modification, and implementation of a One Health approach in line with public health best practices;
  • Direct and oversee the public health team by providing guidance, support, and oversight to ensure effective collaboration and clear objective-setting toward project goals;
  • Build the capacity of local partners and stakeholders to adopt and utilize public health best practices and technologies;
  • Collaborate with government agencies, healthcare providers, and other stakeholders to ensure the successful implementation of public health solutions;
  • Organize and participate in regular meetings with One Health partners as necessary;
  • Develop and review One Health strategies and frameworks;
  • Perform epidemiological analysis, risk assessment, and forecasting of health threats requiring One Health strategies and frameworks;
  • Adapt existing information systems to improve collection and sharing of One Health information, such as laboratory and surveillance data, within and across sectors;
  • Contribute to development of processes and procedures to formally establish a functional integrated One Health surveillance system for zoonotic diseases;
  • Develop and/or strengthen One Health monitoring and evaluation systems;
  • Contribute to the preparation of project-related reports, presentations, and abstracts;
  • Develop and maintain strong relationships with key stakeholders, including USAID, local government, and international partners;
  • Conduct research and stay abreast of latest trends and developments in public health and identify opportunities for new public health solutions to address emerging health challenges; and
  • Performs other duties and responsibilities as required.

Qualifications

  • An advanced degree in medicine, public health, epidemiology, or related human health field;
  • Experience implementing programs of a similar size ($10 million – $30 million) and scope, including public health, infectious disease prevention, One Health, or global health security programs in Latin America; experience in Peru preferred;
  • Knowledge of USG/USAID rules, regulations, policies, and procedures as they relate to project and program compliance and reporting;
  • Ability and desire to work effectively with government agencies, USAID or other donors, the private sector, sub-recipients, and local partners to achieve program targets;
  • A minimum of five years’ experience in public health, One Health, health governance, zoonotic disease, surveillance, workforce development, and outbreak investigation and/or response is preferred;
  • Public health experience in emergencies and outbreaks, such as COVID-19, dengue fever, and avian influenza is desirable;
  • Previous experience working in a security workforce with an interdisciplinary group of professionals such as physicians and nurses, public health and environmental health specialists, veterinarians, forest scouts, epidemiologists, communication experts, and other professionals relevant to the human, animal, and environmental health sectors is highly desirable;
  • Excellent understanding of the decentralization process in the health system of Peru at the national and sub-national levels;
  • Excellent communication, presentation, and writing skills in both English and Spanish required;
  • Strong problem-solving skills and ability to address programmatic and technical challenges;
  • Demonstrated leadership, versatility, and integrity; and
  • Ability to live and work in Lima, Peru, with travel to the Peruvian regions as required.
