SCOPE OF WORK
Project: Proposal: “USAID Strengthening Malaria Control for High-Risk Communities (SMCHC)” (Burma and Thailand)
Background: USAID is seeking applications from qualified entities to implement the activity titled, “Strengthening Malaria Control for High-Risk Communities (SMCHC)”. The activity focuses on reducing malaria in high-burden areas in Burma and Thailand. The successful applicant will receive upto grant award of USD 15 million.
Purpose: Building on the technical inputs and design developed by the PATH consortium, the consultant will lead writing of the technical narrative of the proposal. The consultant will report to the Proposal Team Lead Dr Thida Lin, and will work in close collaboration with potential Chief of Party Dr. Khin Zarli Aye and Proposal Manager, Princi Verma, as well as key technical contributors from PATH’s South Asia Hub, infectious diseases team, and partners/stakeholders as directed by the Proposal Manager.
Responsibilities
Review relevant background documents, including the RFP, TOR, PATH’s expression of interest, key background documents detailed in the RFP and other identified by PATH, and PATH’s internal documents and programmatic materials related to PATH’s current work in Myanmar and across PATH’s infectious diseases portfolio. Become deeply informed about the objectives of the proposal, its context, and how PATH intends to address the deliverables as required by the RFP. Engage with relevant PATH staff on strategic design and approaches and lead the process to incorporate their written and verbal contributions into the technical proposal. This includes participating in technical discussions as needed by video call or phone as needed and integrating content into a cohesive narrative. Lead the writing of the technical narrative to demonstrate how PATH and its consortium partners are the most suitable team to fulfil the objectives of Malaria NOFO set by USAID
Dates: 9 days over the period of 08 November 2024, to 06 December 2024.

2 “Red” (second and near final) draft of proposal technical narrative, that cohesively incorporate feedback and inputs from PATH’s technical team. Deadline: 25th November
3 “Gold” (final) draft of proposal technical narrative, executive summary, and annexes that cohesively incorporate feedback and inputs from PATH’s technical team. Deadline: 28th November
4 Revisions to the final proposal as per comments by USAID. Deadline: 2nd December
