Index Analytics is seeking a Senior Business Analyst / Scrum Master to support Government clients in the Baltimore and Washington D.C. Metro Area. The Senior Business Analyst / Scrum Master will collaborate with our customers to define product requirements, develop a product understanding, and communicate effectively to both business and technical audiences to deliver solutions. Along with expertise and experience in Agile and scrum practices to help drive SAFe best practices. You will coach and mentor the team through the SAFe agile methodology while performing as their Scrum Master, working to remove impediments, and participating in team activities. You will be the main resource supporting sprint ceremonies, supporting the development of user stories, and supporting Project Managers overseeing Government customers.

 

Responsibilities

  • Identify and validate clients’ business needs and requirements
  • Support project managers with managing the client relationship and deliverables
  • Manages stakeholders expectations by assisting to define product vision and requirements
  • Attend requirements gathering meetings with the client to identify business needs, functional and system requirements
  • Collaborate with the development and testing team to ensure implementation of the needed business, functional and system requirements
  • Provide regular and open communication across the program and stakeholders for transparency and awareness of progress and impediments
  • Understand, visualize, and manage upstream/downstream dependencies
  • Drive Agile transformation and continuous improvement by utilizing feedback and metrics to identify areas of opportunity
  • Communicate requirements to developers, testers, and stakeholders
  • Demonstrate product functionality to stakeholders
  • Facilitate the daily activities of application development scrum team
  • Conduct daily stand-up meetings, sprint planning meetings and retrospectives
  • Assist Product Owners with sprint review meetings
  • Track cross-functional team velocity towards goals and provide documentation such as burn-down charts for weekly and monthly status reports
  • Identify dependencies between backlog items within and across teams and makes Product Owners or other teams aware of them
  • Remove roadblocks challenging team members by raising issues to other teams or management as needed
  • Collaborate with Product Owners to prioritize product backlog items by providing technical insight into the work being requested
  • Actively participate in quarterly Program Increment Planning meetings assuring that team members are managing time appropriately and complete required tasks
  • Ensure Scrum, Kanban and SAFe agile methods are being followed as agreed to by the teams and mentor Scrum Masters
  • Identify systemic issues and implement strategic improvements across the organization
Qualifications

Qualifications

  • US citizen or Authorized to Work and lived in the US for 3 of the last 5 years. Must be able to obtain a U.S. Federal government client badge and pass a government Public Trust.
  • Bachelor’s degree required
  • 6 years of overall work experience including at least 2+ years of experience converting requirements into user stories in an agile environment.
  • Prior experience with Center for Medicare Medicaid Services or other Govt agencies is a plus.
  • Agile certifications required.
  • Demonstrated ability to break down complex requirements into actionable work items
  • Knowledge and experience of SAFe Agile software development methodology
  • Demonstrated ability to work with engineering and analytics teams to discuss technical concepts, make tradeoffs to remove roadblocks, and evaluate new ideas
  • Applied strong strategic thinking and expert problem-solving skills to address and resolve complex challenges.
  • Knowledge and experience of Agile software development methodology
  • Proficient with Agile software tools such as Jira and Confluence
  • Ability to work with the product owner and the product team to manage a continuous product backlog grooming process
  • Ability to perform active risk management throughout the development and release lifecycle
  • Possess a strong attention to detail
  • Demonstrate flexibility in day-to-day work and strong collaboration/teaming skills. The ability to listen and consider input from other team members
  • Ability to demonstrate excellent written and oral communication required
  • Passion for managing and exceeding customer expectations

 

The salary range provided represents the estimated compensation for new hires in this position, applicable across all locations. Actual offers may vary based on factors such as the candidate's skills, qualifications, experience, and market conditions.
