And our work depends on a Product Manager joining our Marketplace Assister Technical Support (MATS) team to remotely support the Centers for Medicare and Medicaid Services (CMS) activities. Work visa sponsorship will not be provided for this role.
At GDIT, people are our differentiator. As a Product Manager supporting CMS, you will be trusted to work with stakeholders to set, prioritize, and evaluate the work. The Product Manager will be responsible for helping define the product vision and ensuring that product development aligns to the product vision. Working with the Solution Architecture, IT, and Development teams, you will determine product features and manage the product backlog items. You will communicate with stakeholders to ensure customer satisfaction and may also perform Scrum Master responsibilities. In this role, a typical day will include:
- Communicating and collaborating with internal and external stakeholders to understand and anticipate their needs and functional requirements, translating them into product requirements.
- Being the customer-facing representative for the project team, responsible for liaising between customers and the internal project team, communicating technical needs and limitations.
- Understanding and communicating the goals and needs of the customer and collaborating with IT teams to determine the best approach for supporting the customer.
- Defining the vision for the team’s product.
- Leading the planning for product releases and setting the expectation for delivery of new features.
- Managing the product backlog and prioritizing based on changing requirements.
- Monitoring and evaluating product progress at each stage of the process. Providing timely schedule inputs and status reporting to MATS management, alerting of any issues or risks.
- Liaising with the product team and end-users to deliver updates.
- Ensuring that all stages of product creation, including innovation, design and development, and end-to-end launch of products, are in alignment to the product vision.
- Participating in Agile meetings and product iterations.
- Leading the product functional design process based on an intimate knowledge of the users and technology including Application Programming Interfaces (APIs)
- Developing and maintaining appropriate tracking and reporting of product performance post-launch to evaluate future investment.
- Adjusting rapidly to shifts in priorities and managing multiple tasks simultaneously that may include staff support relating to current operations.
- Coordinating and facilitating meetings as needed to ensure program objectives are met.
- Providing customer briefing and presentation support.
- May perform Scrum Master responsibilities, including organizing and facilitating team backlog management, daily stand-up meetings, and other scrum-related rituals, aiding with the resolution of blocking impediments, and facilitating communication and consensus-building among Scrum teams.
REQUIRED QUALIFICATIONS:
- Bachelor’s degree
- 5+ years of experience as a Product Manager, Product Owner, Scrum Master, and/or IT Business Analyst gathering and analyzing customer requirements to develop and communicate detailed user stories for software applications
- Experience leading the product functional design process using first-hand technical experience and knowledge, including Application Programming Interfaces(APIs), system integrations and/or data exchange
- In-depth hands-on experience with Scrum and Agile Software Development Methodologies as a Scrum Master
- Experience coordinating tasks throughout the SDLC on an Agile software development implementation project team
- Experience leading large teams
- Excellent oral and written communication; including presentation skills
- Experience using JIRA and Confluence
- Product Owner/Product Manager (POPM) certification(s) and/or Certified Scrum Master (CSM) certification
- Candidate must be able to obtain Public Trust clearance
- Candidate must have lived in the United States at least three (3) out of the last five (5) years
PREFERRED QUALIFICATIONS:
- Experience working and interfacing with the Centers for Medicare and Medicaid Services (CMS) or other federal agencies.
- Hands-on experience with Salesforce, ServiceNow and/or other CRM tool.
- Proficiency with data exchange tools and technologies including APIs.
- Experience with analytic reporting projects using Python scripting language.
- Excellent problem-solving and communication skills are required.
- Ability to prioritize effectively.
- Excellent oral and written communication skills, with a demonstrated ability to communicate complex technical topics to various stakeholders, management levels, and non-technical audiences.
- Ability to resolve issues with little oversight; ability to gather and analyze information skillfully and develop alternative solutions.

The likely salary range for this position is $102,000 - $138,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
