Job Description
The National Renewable Energy Laboratory (NREL), located at the foothills of the Rocky Mountains in Golden, Colorado, is the nation’s primary laboratory for research and development of renewable energy and energy efficiency technologies. The Integrated Decision Support (IDS) group helps partners transition to clean energy by applying NREL research, analysis, and experience in real-world contexts in order to solve problems and support decision making. Staff backgrounds in IDS include public policy, urban planning, systems thinking, economics and finance, engineering, and project management.
The IDS Group is seeking an experienced program manager to support NREL’s international portfolio of work, particularly for the Department of State (DOS). NREL is seeking a versatile individual capable of managing partner relationships; manage contracting, finance, and operations needs; provide cross-portfolio support to principal investigators; and support strategic planning.
NREL’s Department of State portfolio includes several key programs. Examples of programs this project manager may contribute to include:
The Clean Energy Ministerial: NREL supports the Clean Energy Ministerial, a high-level global forum to promote policies and programs that advance clean energy technology, to share lessons learned and best practices, and to encourage the transition to a global clean energy economy. NREL coordinates seven Clean Energy Ministerial Workstreams focusing on a wide range of topics from policy to hydrogen to system-wide planning.
The Global Climate Action Partnership: The Global Climate Action Partnership is a worldwide network that accelerates ambitious climate goals and advances implementation in Africa, Asia and the Pacific, and Latin America and the Caribbean. This member-driven network harnesses the collective knowledge of 120 countries and more than 450 institutions to drive collaboration and peer learning focused on country-driven implementation actions to achieve resilient, just, and inclusive low-emission and net-zero economies.
ASEAN Climate Solutions Hub: NREL provides technical assistance to members of the Association for Southeast Asian Nations (ASEAN) focused on renewable energy deployment, transportation decarbonization, methane reduction, and sustainable agriculture, forestry, and land management.
Net Zero World: NREL is part of a unique team that includes nine U.S. government agencies and 10 DOE national laboratories, in partnership with other governments, philanthropies, and international institutions to support partner countries in meeting their clean energy targets and achieving just transitions to net-zero emission energy systems. Assistance is provided through tailored energy modeling and analysis to inform country-driven net-zero pathways and technical and investment plans.
This role is available immediately in the National Renewable Energy Laboratory's (NREL) Accelerated Deployment and Decision Support Center in our Golden, Colorado Office, or could be remote. Candidates based in Colorado, New York or DC are preferred.
Job Duties
Client Relationship Management
- Provide client management and customer service to DOS partners together with the DOS Relationship Manager and International Partnerships Manager
- Ensure cohesion, collaboration, connection and impact across DOS programs
Monitoring and Reporting
- Lead development of Monitoring, Evaluation, and Learning (MEL) plans with DOS
- Track progress with key deliverables across the portfolio and identifying any that are at risk and need attention
- Responsible for system that tracks accomplishments across the portfolio
- Responsible for quarterly and annual reporting
- Review and support development of quarterly newsletter (as desired) and other central outreach material
Contracting
- Coordinate with NREL and Department of Energy offices on review and approvals processes related to DOS funded activities.
- Provide oversight in reviewing statements of work and work plans to ensure compliance with DOS and DOE requirements and that activities are appropriately scoped (e.g., within budget, aligned with laboratory capabilities)
Finance and Operations
- Lead system for tracking different budgets and flagging issues for task leads
- Lead on coordinating reporting to DOS – including monthly/quarterly financial tracking and reporting, reconciliation, and accruals and guiding work of project specific project controllers.
- Support task leads with subcontract management, international travel, and NREL events.
Cross-Portfolio Principal Investigator (PI) Support
- Conduct regular check ins with PIs across programs leads for different international programs and seek new areas for growth or cross-collaboration opportunities.
- Develop and mentor the DOS team, including includes supporting staffing needs and leading onboarding and coaching processes for new and current staff. This will include relevant diversity, equity, and inclusion principles.
- Serve as co-PI on select large portfolios.
- Support PIs with navigation of pub tracker and ensure publications move through the system for on time delivery.
Strategic Planning
- Support DOS Relationship Manager and International Partnerships Manager with partnership development efforts, which may include:
- Developing concept notes and statements of work
- Budgeting and pricing for new activities
- Hosting DOS visitors
- Attending client meetings
- Developing materials for lab briefings

Basic Qualifications
Relevant PhD or equivalent relevant education/experience. Or, relevant Master's Degree and 3 or more years of experience or equivalent relevant education/experience. Or, relevant Bachelor's Degree and 5 or more years of experience or equivalent relevant education/experience. Advanced understanding and application of project management principles, concepts, practices and standards. Advanced knowledge of technical field and related disciplines. Contributes to the development of new principles and concepts. Excellent interpersonal, conflict resolution, teaming and communication skills.

Additional Required Qualifications
- Relevant professional experience in related fields (3-5 years minimum)
- Relevant coursework or experience in economics, energy policy, international development, public policy, resilience, regulation, decarbonization, sustainability, and/or climate mitigation
- Exceptional writing, presentation, and communication skills
- Experience working internationally or with an international focus
- Strong organizational capabilities and attention to detail
Preferred Qualifications
- Master’s degree in public policy, economics, business, international relations, engineering, or other relevant technical discipline
- Experience working with US Department of State
- Familiarity with Microsoft Office suite
- Excellence at working within a team environment
- Familiarity with online collaboration platforms (e.g., Webex, MS Teams, Zoom, etc.)
- Proficiency in a foreign language is preferred

Annual Salary Range (based on full-time 40 hours per week)
Job Profile: Project Manager III / Annual Salary Range: $79,600 - $143,300
NREL takes into consideration a candidate’s education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee’s salary history will not be used in compensation decisions.
