As the Procurement & Contracts Branch Manager, you will be at the forefront of our procurement operations, driving excellence and ensuring the highest standards of integrity in all we do. You will lead a team of dedicated professionals, guiding them to success and fostering a culture of collaboration and innovation.

Your role will involve serving as the main link between our organization and external procurement agencies, ensuring compliance with regulations and policies while forging strong partnerships with vendors. In this position, you'll engage in every facet of procurement, encompassing professional services, construction, supplies, services, and capital equipment acquisitions. You will also oversee and participate in every aspect of the procurement process, working closely with internal and external stakeholders to meet their needs and drive strategic initiatives.

We Require

  • Three years of contract management, procurement, or purchasing experience

  • Bachelor’s degree in Business Administration, Public Administration, Purchasing, Supply Chain Management, Materials Management, or a related field

  • Job-related experience may substitute for required education on a year-for-year basis

  • Must obtain CAPA certification within six months of hire

We Also Value

  • Experience in a public or non-profit setting

  • Experience in Construction procurement and contract administration

  • Experience managing Job Order Contracts or Construction Manager at Risk contracts

Job Contributions

  • Represent the Flood Control District in all procurement matters with professionalism and sound judgment, ensuring the department's purchasing activities are carried out appropriately according to the County Procurement Code

  • Responsible for Procurement staff workload assignment and monitoring, performance measurement, training, and hiring, emphasizing proficient contract delivery and excellent customer service

  • Review and procure construction and professional service contracts, contract amendments, work assignments, change orders, payments, and related technical and budget documents for completeness

  • Coordinate the needs of all divisions, prioritizing procurement to best meet the District’s mission and goals

  • Create/update procurement policies, processes, and procedures

Working Conditions

  • Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly; or requires walking or standing to a significant degree

  • Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions

  • Hybrid: This model combines elements of both in-person and remote work. Employees split their time between working from a physical location (e.g., an office) and working remotely (from home or another location). The ratio of in-office to remote work can vary based on company policy or individual needs, offering more flexibility than a fully in-person role

  • ERP system for financial, budget, and procurement data; web-based databases; heavy Word use; some Excel and PowerPoint
