PROGRAM DESCRIPTION
The Financial Operations Directorate (FOD) is committed to ensuring the financial integrity of the Frederick National Laboratory for Cancer Research (FNLCR) by providing timely, accurate, and relevant information to internal and external stakeholders. Our team collaborates to effectively monitor and manage fiscal resources in a responsible, compliant, and professional manner in a dynamic environment. We adhere to applicable contract, regulatory, and compliance requirements while supporting the broader mission of the FNLCR, sponsored by the National Cancer Institute (NCI).
We are currently seeking a Project Controller/Financial Analyst III to join the Financial Planning and Analysis team.
Key Roles/Responsibilities
Project Controller/Financial Analyst III will be responsible for full life-cycle financial planning and analysis support on multi-year, large research and development projects. As well as corporate financial planning and analysis and forecasting.
Key Responsibilities Include
- Responsible for pricing new task orders and changes to existing projects
- Responsible for monitoring financial health of portfolio through project performance
- Support life-cycle updates of cost estimates to completion (ETC)/estimates at completion (EAC)
- Facilitate any monthly, specialized, and ad hoc reporting associated with the Portfolio
- Ad Hoc financial analysis support
Basic Qualifications
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Possession of Bachelor’s degree in business/accounting or related field from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
- In addition to the education requirement, a minimum of five (5) years of related experience
- Must possess intermediate to advanced level of experience in use of spreadsheets, databases, and financial planning tools
- Experience supporting multiple programs and process multiple tasks with a proven ability to collect and analyze information in a complex and dynamic operating environment
- Knowledge of general accounting and financial management concepts
- Strong analytical skills
- Intermediate to Advanced excel and database skills/abilities
- Ability to multi-task in complex/dynamic operating environment
- Strong customer service and communication skills with the ability to interact with internal and external customers
- Ability to travel if required
- Ability to obtain and maintain a security clearance
Preferred Qualifications
Candidates with these desired skills will be given preferential consideration:
- Knowledge of appropriate government contracting regulations and various contract types, indirect cost pools, and forward pricing
- Knowledge or experience using Deltek financial software; Cognos; and IBM Planning Analytics/FocusPoint/TM1
- Preferred candidate should reside in eastern or central standard time zones
