Job Description:
GDIT is seeking a motivated, customer-oriented Capture Manager/ IT Program Manager, living in the Atlanta, GA area, to add to our mature Account Team at the Centers for Disease Control and Prevention (CDC).
We are looking for a highly technical Program Manager to lead a software development team and program who in parallell has a growth centric mindset and experience and capabilities with Capture Management, Business Development, and/or Proposals.
This individual will apply program management techniques to ensure the on-time, high-quality delivery of products and ensure their compliance with all contract requirements. You will also act as a liaison between the CDC and GDIT to identify and manage reach-back support for new technical requirements and subject matter expertise, as needed. You will have hands-on program and project responsibilities and balance project execution with business development.
For the success of this role, candidates must live in the Atlanta, GA area and be comfortable regularly visiting the customer (on a weekly basis).
How You Will Make An Impact:
- Work in conjunction with Business Development, this position is responsible for developing and executing capture strategies for CDC opportunities to secure new and/or re-compete contracts
- Responsible for win theme development, solutions development, competitive assessments, teaming strategies, pricing strategy recommendations (based on a price to win and other competitive assessments), communications plans, action plans and execution plans for the opportunities that they are assigned
- Managing the effective execution of capture pursuits, tracking performance to cost and schedule, and communicating status to leadership
- Develop and maintain high quality relationships with customers and partners, including next generation technology vendors.
- Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, financial and business development activities.
- Identify and win executable business for CDC clients through applying expertise in the business development life cycle; from opportunity identification through shaping, capture and proposal, and contract startup and execution.
- Leverage senior-level leadership and extensive CDC relationships.
- Use experience with capture and business development while leveraging functional expertise to build addressable market and increased technical solutions development work.
- Lead complex negotiations with industry partners to build teams supporting procurements.
- Lead captures for technical bids, including identifying and comprehending clients requirements and buying patterns, developing complex technical solution options, and building a cost-competitive industry team that can deliver client impact through a winning bid.
- Drive market-based competitive intelligence, market assessments, client assessments, and strategic planning efforts to support expanding specific client-based opportunity portfolios and pipeline.
- Work with the GDIT CDC Account team to establish and navigate key stakeholder relationships and keep the business leadership team informed and engaged in advancing strategic partnerships with clients and industry partners.
- Act as hands-on program or project manager managing teams in the areas of DevOps, Cloud implementations, data analytics, or other technology projects.
- Responsible for profitability and revenue growth of assigned program(s).
- Assures quality of program products, services, and deliverables, including participating in reviews, audits, and site visits.
- Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances.
- Develops, reviews, and approves plans, schedules, consulting agreements and other program documents.
- Prepares and provides various reports and technical reviews to senior management as requested.
- Ensures compliance with relevant corporate and government policies and standards.
WHAT YOU'LL NEED TO SUCCEED (required):
- BA/BS degree (or equivalent experience) and 5+ years of IT, Software Development, Program/ Project Management experience
- Strong technical background including experience in a similar mission critical technical environment with a significant number of direct staff
- Experience with managing multiple IT projects, including adjusting to shifting priorities and solving problems quickly
- Experience with capture management strategies.
- Experience supporting federal government agencies in either project management and/or capture management capacities required
- Experience with business development activities for federal government contracts
- Proposal development experience
- Resides in the ATL, GA area
WHAT WOULD BE EVEN BETTER (preferred):
- Masters degree in Information Systems or MBA
- 2+ years of experience supporting CDC or other HHS agency.
- PMP certification
- Experience or expertise in technologies such as Cloud, DevOps, Cyber Security, Analytics, or data lake/data management
- Experience managing programs or portfolio of programs in excess of $10M/year in revenue
- Prior experience managing subcontractors cost and performance

The likely salary range for this position is $144,500 - $195,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
