Job description

TSC is seeking a highly qualified Government Compliance Manager. The Manager will ensure compliance with US Government laws and regulations, perform internal reviews, serve as the TSC liaison for external audits, and develop new policies and procedures as necessary for the Contracts, Subcontracts and Purchasing teams. The Manager should have experience with and will assist the company across a wide range of contractual agreements including purchase orders, task orders, contracts, subcontracts, and other business agreements. The Manager will lead a team of 1-2 contract administrators who support Compliance and Closeout requirements.

This position can be remote based.

Responsibilities: 

  • Oversee the Contractor Purchasing System Review (CPSR) compliance program and the Federal Small Business Subcontracting Liaison Office.
  • Provide advice and counsel to the Contracts, Subcontracts and Purchasing teams, Program Managers, and other stakeholders to ensure compliance and implementation of best practices to meet US Government requirements.
  • Provide day-to-day guidance and career development for a Government Compliance Specialist and a Closeout Specialist.
  • Identify problem areas related to compliance standards and provide recommended solutions to improve organizational procedures.
  • Review and revise, if needed, Contracts, Subcontracts and Purchasing policies and templates.
  • Conduct internal reviews of the Contracts, Subcontracts and Purchasing systems to ensure data complies with company requirements and DCMA/DCAA audit requirements.
  • Coordinate with the Quality team to perform internal audits for operational and contractual compliance, appropriately documents findings, and develop corrective action plans if needed. Support Quality in their efforts to obtain and maintain certifications such as ISO9001 and AS9100.
  • Prepare for and support external audits conducted by government agencies or third parties.
  • Establish, maintain, and improve upon an effective system of compiling, organizing, and indexing files and records.
  • Develop and implement compliance metrics to evaluate the operation of the department and provide recommendation on process improvement measures.
  • Develop and deliver training programs to educate staff on compliance requirements and best practices. Ensure employees at all levels understand their roles in maintaining compliance and mitigating risk.
  • Maintain up-to-date knowledge of regulatory changes and ensure the company’s practices remain compliant.
  • Submit subcontract report for individual Subcontracting Plans via the electronic Subcontracting Reporting System (eSRS).
  • Collaborate with Legal Department on high-risk/strategic contracts/projects, OCI, and assist with development of mitigation plans.

Required Qualifications:

  • Bachelor’s degree in Business Administration, Contract Administration, or a related field.
  • 10+ years of demonstrated experience with US Government compliance.
  • Demonstrated knowledge of FAR and DFAR requirements and their applicability to contract management, subcontract management and purchasing practices.
  • US Citizenship with the ability to obtain and maintain a government security clearance as needed.

  • The ability to manage and prioritize simultaneous demands from multiple stakeholders
