Technical knowledge and familiarity with the requirements of the National Environmental Policy Act (NEPA), the National Historic Preservation Act (NHPA), the Endangered Species Act (ESA), and the Farmland Protection Policy Act (FPPA), including Executive Order 11990 (Protection of Wetlands), Executive Order 11988 (Floodplain Management), the principles of Environmental Justice, and other environmental statutes and executive orders pertaining to resource protection.
The position will be preparing environmental reviews.

  • Lead NEPA Project Teams.
  • Develop and train additional NEPA Program Team members.
  • Lead NEPA environmental assessment projects.
  • Review project requirements and implement the necessary projects steps to be in compliance with environmental regulations under the National Environmental Policy Act (NEPA).
  • Collect and analyze social, economic and environmental data to be used in analyzing project impact and recommendations.
  • Prepare NEPA documents, including Categorical Exclusions (CEs), Environmental Assessments (EAs) and Environmental Impact Statements (EISs).
  • Prepare reports and regulatory permits and approvals in compliance with environmental laws.
  • Leads, creates and implements public involvement activities, including developing public involvement plans, creating materials for communicating project information to the public, and participating in public and stakeholder meetings.
  • Assist NEPA Program Business Development.


Requirements

Required Qualifications, Knowledge, Skills, and Abilities:

Minimum Qualifications:

  • Education and Experience: Bachelor’s Degree required.
  • Minimum of 10 years of Environmental Compliance experience (or MS plus 5 years of experience; PhD plus 3 years of experience), including 2 years completing environmental reviews and 2 years of Project Management experience.

Desired Skills and Experience

  • BS in engineering, planning, science, geology, or related environmental degree.
  • 10+ years of experience with all aspects of NEPA projects, including proposal and report writing and project implementation.
  • USDA NEPA experience desired.
  • Experience managing, developing and leading project teams.
  • Established knowledge of state and federal environmental regulations and guidelines.
  • Proficiency in technical writing of environmental documents.
  • Experience with public involvement and outreach.

Working Environment and Conditions

  • The hours of operation will generally be 8:00 am to 5:00 pm Monday through Friday, with occasional weekend work.
  • Travel to support field work or public meetings may be required for the position.

Physical Requirements

  • Ability to lift a minimum of 25 pounds on occasion.
  • Ability to pass drug screen and physical exam.
  • Ability to work outdoors in variable weather conditions.
  • Ability to drive a full-sized Company pickup truck, must pass driver record search.
  • Ability to pass pre/post-employment drug screens and medical examinations.
