Woolpert is hiring a Senior GIS Applications Analyst (Geospatial Specialist III) to join our dynamic Department of the Air Force (DAF) GeoBase Operations team based in San Antonio, Texas. This is an on-site role with a schedule of 4 days working at the Air Force Civil Engineer Center (AFCEC) on Lackland Air Force Base and 1 day working remotely. This position reports to the GeoBase Operations Team Leader and is responsible for architecting and implementing solutions for the rapidly growing GeoBase program. Roles of the GeoBase Applications Analyst include working with program technical leadership to analyze current tools and workflows, identifying gaps and technical issues. Analyst will work on a team solving these problems by developing and implementing enterprise geospatial solutions.

 

Responsibilities

As an Application Analyst (Geospatial Specialist III) at Woolpert, you will: 

  • Architect solutions:
    • Analyze current processes and workflows and provide recommendations to develop enterprise solutions
    • Work closely with GeoBase stakeholders and mission partners to identify requirements, capability gaps, technical issues, and training needs
    • Create, maintain, and improve enterprise GIS tools and geoprocessing services
  • Create and maintain Air Force Civil Engineering GIS data in an enterprise environment, managing a versioned, multi-user geodatabase
  • Perform data quality assurance and control (QA/QC), ensuring compliance with Air Force and Department of Defense geospatial data standards
  • Utilize the GeoBase Agile framework to ensure task visibility and project transparency to AFCEC client:
    • Use Jira and Confluence to manage all projects and record all processes and tasks
  • Create or update detailed DAF GeoBase Knowledge Base, documenting current workflows, Standard Operating Procedures (SOP), end user self-help, and GeoBase program functional processes
  • Provide end user support and training for ArcGIS applications and GeoBase enterprise capabilities to installations, major commands, and mission partner organizations
  • Perform complex GIS data analysis, data model migration, and geocoding processes

 

Qualifications

 

Minimum Requirements 

  • US citizenship
  • Minimum of four (4) to six (6) years of geospatial experience
  • Active Tier 1 (National Agency Check and Inquiries) investigation, security clearance, or the ability to pass a Tier 1 NACI investigation
    • Willingness to undergo a pre-employment background verification and drug screening
  • Four (4) years of experience with:
      • Esri ArcGIS software (ArcMap, ArcPro, ArcPortal)
      • Developing ArcGIS solutions using Model Builder, Experience Builder, WAB, etc.
      • Complex and detailed GIS data maintenance in an ArcGIS enterprise (ArcSDE, etc.) environment
  • Four (4) years of experience in a role requiring:
    • Experience providing effective and creative geospatial solutions based on technical and client requirements
    • Excellent written and verbal communication skills with an emphasis on client and team member engagement
    • Proven experience providing excellent customer service
    • Strong technical proficiency using Microsoft Office products
    • Attention to detail - proven experience meeting data quality assurance and accuracy standards
    • Strong organizational, time management and analytical skills
    • Ability to work independently, collaboratively as part of a team, and as a member of a large organization
  • Ability to offer constructive feedback and problem solving, as well as clear direction to support goals 

 

Preferred Qualifications 

  • Experience creating and implementing solutions for DoD or other enterprise geospatial data and systems
  • Experience with Machine Learning (ML) technologies such as Azure ML, Databricks, or similar
  • Experience with Big Data technologies such as Apache Hive, Spark, Hadoop, or similar
  • Experience with Microsoft Power Platform components such as Power BI, Power Apps, Power Automate, Power Pages, and Dynamics 365
  • Experience with Python, ArcGIS Maps SDK for JavaScript, Esri ModelBuilder or Experience Builder
  • Experience with AWS cloud and deploying applications in an AWS environment
  • Experience with mobile platforms especially Esri iOS and Android SDKs
  • Experience with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) GIS data standard or other defined spatial data model
  • Experience with relational databases, database management software, or SQL
  • Experience with Agile project management methodology using Atlassian (Jira, Confluence) or similar platforms
