Job description

Summary

Provide software development support and services for the U.S. Census Bureau (USCB) 2026 Census Test requirements. Deliver a robust, integrated Information Technology (IT) solution providing a FedRAMP SaaS cloud-based platform for automation, standardization, and streamlining of job applications and assessments (Recruitment and Assessment (R&A) solution).

Essential Duties & Responsibilities

Provide IT and cloud consultative services and work with the client and the engineering team.
Determine project objectives and contribute to the development of a comprehensive project plan.
Outline project requirements and assign tasks to the team.
Maintain responsibility for the budgeting and cost management of the project.
Interface with the Procurement, Engineering and Finance Departments and develop and maintain a detailed cost control system.
Regularly perform analytical reviews and checks of cost reporting documentation and present variance analysis, cost status and forecast updates to the project management and client.
Develop and establish the Integrated Management Schedule (IMS) for the project and monitor its progress.
Routinely analyze, evaluate, and forecast the current project status against the baseline schedule, assessing the impacts of design or construction changes to the schedule. Report the status of schedule to appropriate project and company management, as well to the client.
Coordinate all work on the project, ensuring that objectives are met within budget.
Conduct site visits to verify progress and identify any potential and critical issues. Work with the teams to recommend recovery plans and update the schedule and budget accordingly.
Develop and maintain the Monthly Progress Status and Cost Report with Census representatives to include measurements and metrics for regular reporting, as well as the performance baselines/standards for these measurements
Provide technical leadership.
Under general direction of senior-level positions, develop practical and workable solutions to clients’ technical challenges.
Analyze requirements and potential solutions for technical and economic feasibility.
Coordinate activities with superiors and client personnel to resolve technical issues and ensure the successful delivery of the project requirements
Maintain regular and punctual attendance.
Perform other duties as assigned.

None.

Minimum Qualifications

Eight plus (8+) years Project Management and Project Planning experience, familiarity with MS Project and Integrated Master Schedules (IMS) and cost and variance management of projects.
Proven experience with Microsoft Project software for developing and maintaining the Integrated Master Schedules (IMS) and variance analysis as well as cost management of projects.
Bachelor’s degree in Business Administration or Computer Science or related field is preferred. Master’s degree with five (5) years’ experience is also acceptable.

Must obtain and maintain any necessary USCB security access and/or background checks.

Desired Qualifications & Skills

Ability to work on multiple phases of complex projects independently.
Project Management Professional (PMP) certification a plus.
Technical experience meeting tight development schedules within the prescribed project times as projected by the development team.
Ability to support multiple development projects simultaneously on a weekly basis.
Provide written insight to developer tasks as well as a summary of any management activity such as meetings with customers.

Work is expected to be remote; however, the company reserves the right to require onsite work.

PHYSICAL DEMANDS

Position consists of sitting for long periods of time, using hands/ fingers, handling, reaching with hands and arms, speaking, or translating. Periods of walking, standing, bending, kneeling, stooping, crouching, and lifting equipment weighing up to 10 pounds. Moderate to extended periods of office work with heavy periods of computer usage. Compensation And Benefits

Pay is $130,000 to $140,000 per year.
